Available in PDF, EPUB and Kindle. Book excerpt: This book analyses and develops overarching concepts for forest policy and forest governance and includes a detailed investigation into the historical discussion on forests. It examines opportunities and limits for negative emissions in a sector that – like peatlands – appears significantly less ambivalent compared to highly technical large-scale forms of climate geoengineering. The analysis shows that the binding climate and biodiversity targets under international law are much more ambitious than most people assume. Measured against that, the volume critically reviews the potentials of afforestation and reforestation for climate mitigation, which is often presented as the new saviour to fulfil the commitments of the Paris Agreement and to reach climate neutrality in the future. It becomes clear that ultimately only biodiverse and thus resilient forests can function as a carbon sink in the long term. The volume shows that the existing European and international forest governance approaches fail to comply with these targets and insights. Furthermore, the book develops a bundle of policy measures. Quantity governance systems for livestock farming, fossil fuels and similar drivers of deforestations represent the most important approach. They are most effective when not directly targeting forests due to their heterogeneity but central damaging factors. With regard to the dominant regulatory and subsidy-based governance for forests we show that it remains necessary to supplement these quantity governance systems with certain easily graspable and thus controllable regulatory and subsidy regulations such as a regulatory protection of old-growth forests with almost no exceptions; extension of the livestock-to-land-ratio established in organic farming to all farming; far-reaching restriction of bioenergy use to certain residues flanked by import bans; and a national and international complete conversion of all agricultural and forest subsidies to “public money for public services” to promote nature conservation and afforestation in addition to the quantity control systems.

Using a systematic and coherent approach to cover a range of EU activities, environmental issues, and geographical areas, it charts the EU’s attempts to shape environmental governance beyond its borders. Key questions addressed include: What environmental norms, rules and policies does the EU seek to promote outside its territory? What types of activities does the EU engage in to pursue these objectives? How successful is the EU in achieving its external environmental policy objectives? What factors explain the degree to which the EU attains its goals? The book will be of interest to students and academics as well as practitioners in governments (both inside and outside of the EU), the EU institutions, think tanks, and research institutes.

Book excerpt: The global demand for timber is increasing, with prognoses for the EU showing particularly high growth to meet renewable energy targets. However, there are limited options to meet rising timber demands within the EU, and global land competition to meet world food, energy and material needs, as well as to conserve high value nature areas, is increasing. This dissertation addresses the knowledge gap between the pressures of increased land use abroad and the underlying drivers of land use change. It argues that there is a high risk of problem shifting if EU policies to increase timber consumption are not accompanied by a monitoring system that accounts for consumption levels and provides a benchmark for sustainability.

Available in PDF, EPUB and Kindle. Book excerpt: A 'new generation' of EU trade policies aims to advance public goods - such as promoting sustainable development, protecting human rights and enhancing governance in third states. The pursuit of these objectives raises important questions regarding coherence, effectiveness, legitimacy and extraterritoriality. In Global Governance through Trade leading scholars from different disciplines address these topical questions. The book contains a comprehensive analysis of the concept of governing through trade and investigates how the EU ‘exports’ regulation through conditional market access regulation, bilateral trade agreements and unilateral trade policy. Several case studies complement the general analysis and provide an in-depth assessment of the European Union's new trade policies. This multidisciplinary book will be an enlightening read for a wide-ranging audience encompassing academics, policymakers, policy analysts and students of, amongst others, trade law and policy, global governance, sustainable development, human rights and labor standards.

Book excerpt: Yet another book on the topic of ‘Sustainable Forest Management’ can only be justified by new information that is of direct relevance. The contents of this volume concentrate on the very latest factors and developments, thus, hopefully, contributing both to the book’s attractiveness and to closing gaps in the discipline’s database. This book is written for researchers in the field of forest management, international forestry, and climate change-related issues, legal and policy advisors, as well as for managers of private companies who deal with SFM. The authors of the various sections are scientists in the field of forestry and other environmental sciences. They represent different institutions, mainly universities and research agencies in Germany, but also high-level international institutions in development co-operation, such as the World Bank, FAO, and IIASA. The scope of the book is to refresh the meanings and perceptions of SFM against the background of the rapid changes in our natural and social environment. Climate change and the rapid increase of atmospheric CO concentration is a global process 2 with negative impacts of different kinds, among others on natural ecosystems such as forests. A crucial issue therefore is how forest management can contribute to forest conservation in light of changing climatic conditions. Moreover, policy changes such as the introduction of certification schemes and the new emphasis laid on Non-Wood Forest Products justify the re-evaluation of the role of SFM in delivering ecological goods and services from our forests.

Book excerpt: This volume presents a critical analysis of transatlantic relations in the field of environmental governance and climate change. The work focuses on understanding the possible trends in the evolution of global environmental governance and the prospects for breaking the current impasse on climate action. Drawing on research involving experts from eleven different universities and institutes, the authors provide innovative analyses on policy measures taken by the EU and the US, the world’s largest economic and commercial blocs, in a number of fields, ranging from general attitudes on environmental leadership with regard to climate change, to energy policies, new technologies for hydrocarbons extraction and carbon capture, as well as the effects of extreme weather events on climate-related political attitudes. The book examines the way in which the current attitudes of the EU and the US with regard to climate change will affect international cooperation and the building of consensus on possible climate policies, and looks to the future for international environmental governance, arguably one of the most pressing concerns of civilisation today. This book, which is based on research carried out in the context of the EU-financed FP7 research project TRANSWORLD, will appeal to academics, policy makers and practitioners seeking a deeper understanding of the challenges resulting from climate change.

Book excerpt: This edited volume comprises contributions to the international conference on the “Scientific Framework of Environmental and Forest Governance – The role of discourses and expertise” which was organised by the Chair of Forest and Nature Conservation Policy of the Georg-August-University in Göttingen/Germany in August 2007. It accounts for the increasing attention of the governance concept in environmental and forest policy research. The volume in detail addresses the role of discourses and expertise within the overall conceptual framework of governance, both from a theoretical and empirical point of view in environmental and forest related policies. It concludes that new modes of governance seem to represent a fruitful environment in which discourses and expertise - and their interactions - can be seen as important aspects for the analysis of policy processes.

Available in PDF, EPUB and Kindle. Book excerpt: In Europe, forest policy discussions are moving towards a European-Union-wide strategy. This will further strengthen the relations between the European countries in the field of forests and forest management. European-wide forest planning and decision-making require that policy-makers have insight in the long-term development of European forests under alternative regimes. The European Forest Information Scenario Model (EFISCEN) was used to make projections of the development of the European forests under four different scenarios. This book addresses the consequences of each scenario for wood production, biodiversity, and the environmental functions of the forest. The results provide policy-makers with a challenge of whether to intervene in the ongoing trend of build-up of growing stock and whether to choose between enhancing biodiversity, increasing the use of domestically produced wood products, or to combine them.
