Book excerpt: After the Second World War, the international migration regime in Europe took a course different from the global migration regime and the migration regimes in other regions of the world. Cumbersome and arbitrary administrative practices prevailed in the late 1940s in most parts of Europe. The gradual implementation of regulations for the free movement of people within the European Community, European citizenship, and the internal and external dimensions of the Schengen agreements profoundly transformed the European migration regime. These instruments produced a regional regime in Europe with an unparalleled degree of intraregional openness and an unparalleled degree of closure towards migrants from outside Europe. This book relies on national and international archives to explain how German strategies during the Cold War shaped the openness of that original regime. This migration regime helped Germany to create a stable international order in Western Europe after the war, conducive to German Reunification and supported German economic expansion. The book embraces the whole period of development of this regime, from 1947 through 1992. It deals with all types of migrants between and towards European countries: unskilled labourers, skilled professionals, self-employed workers, and migrant workers’ family members, examining both their access to economic activity and their social and political rights.

As a result of 19th-century residentialist social and political theories, many scholars generally assume that migration is a pattern of behavior that deviates from the norm and requires a specific motive or reason. This study details the variety of changing historical patterns of migrant behavior by examining migration patterns over 1500 years in Europe and Southeast Asia. Kleinschmidt researches migrants and describes how they viewed themselves. He also includes a look at lawmakers, political decision-makers, and administrators to analyze the changes of their attitudes towards and perceptions of migration. The study places migration within and out of the two regions into a long timeframe to demonstrate the ubiquitous and transience of patterns of migrant behavior. It considers external attitudes and perceptions of migration within the context of the social and political theories of their own time. The two distinct geographic foci of the study allow for discussion of the characteristic features of each region.

This period is known in the Estonian archaeological chronology as the Migration Period, the Pre-Viking Age, and the Viking Age. This was an era of rapid change, by the end of which traditional Estonian peasant culture as it is known until the 19th century had developed. Whereas in Western Europe written sources from the second half of the first millennium AD herald the arrival of the Middle Ages, there is an almost complete absence of written information about the prevailing conditions and events that took place in the area of present-day Estonia. There are only remains of the farms and fortresses of that time beneath the earth, as well as cemeteries, overgrown field baulks and clearance cairns, and the large amount of excavated ancient objects or fragments thereof. Many aspects of prehistoric life cannot be researched because the source material is not extant and there is no hope of finding it. Moreover, many phenomena of human life do not generate archaeological source material. Thus our overall understanding of the Estonian Middle Iron Age and the Viking Age is inevitably fragmentary and superficial.
