Book excerpt: In light of the latest global developments, the search for all-embracing solutions based on multilateral cooperation, mutual trust and solidarity has underlined the need for global leadership, which the European Union (EU) is aiming to personify. After almost three decades since the signing of the Maastricht Treaty, the EU continues to play a major role in the international sphere and serves as a role model for strengthened cooperation beyond territorial borders. Nevertheless, the 21st century has been heavily marked by enormous challenges around the globe that do not stop at a national state’s borderline. Recent crisis, no matter if of humanitarian, political, environmental or financial nature have widened the existing inequality gap between the Global North and South, exacerbated social upheaval and eroded the legitimacy of several governments worldwide, bringing the efficacy of international cooperation in question. The European Development Policy aims to foster sustainable development and stability in developing countries, with the ultimate goal of eradicating extreme poverty. The following paper attempts to examine the coherence of the EU Development Policy, analyzing to what extent has the EU accomplished to translate its broad framework of principles, objectives and instruments into action.

Book excerpt: In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: Long before the pandemic, economies across the world were in trouble, with growth slowing across the board. This downturn coincided with growing inequality and social exclusion. Rising political dissatisfaction with ruling elites fuelled the rise of populism. Add to this the alarming environmental emergency and few can deny we live in a time of multiple sustainability crises. While this conclusion can lead to despair, in this broad-ranging book Raphael Kaplinsky, a leading development policy analyst, argues that the future is not necessarily bleak. Interrogating the causes and nature of the systemic crises we are living through, he shows how the challenges which we now face mirror previous historical epochs, in which dominant ‘techno-economic’ paradigms flourish, mature and run into crisis. In each case, decisive action is required to move to a more economically and socially sustainable world. In our time, we are witnessing the exhaustion of the Mass Production paradigm. How we herald and manage the transition to the next paradigm – that of Information and Communications Technologies – will determine our capacity to build a more prosperous, equitable and environmentally sustainable world. This book sets out an integrated agenda for action by multiple stakeholders to achieve this end.

Book excerpt: This book discusses the European Union’s approach to governance reform in its development assistance relationships with various groups of developing countries. A group of expert authors outline the general features of the position on governance taken by the EU, which is currently the major multilateral donor of development assistance, and discuss the implementation of EU policies in a set of cases: the group of African, Caribbean and Pacific (ACP) states, the New Partnership for Africa’s Development (NEPAD), Southeastern Europe, Central Asia, the Euro-Mediterranean, Latin America and fragile states. The contributions to the book argue that the EU’s position on governance reform, particularly since the adoption of the European Consensus on Development in 2005, has had distinctly neoliberal overtones. The EU’s governance-related strategies have been instrumental to deepening market-based reform in aid-receiving countries. Policies on state-building adopted by the EU reflect mainly the interests of and ideas embraced by the EU and its member states. To an important extent, the rhetoric accompanying EU policies does not match with the political and social dynamics inherent in governance structures on the ground in many of its aid-recipient partner countries. This book was published as a special issue of Third World Quarterly.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union is a leading actor in international development, providing more than half of the world’s foreign aid, but also a unique case, combining the characteristics of a bilateral and a multilateral donor. Despite the general acknowledgment that policy coordination substantially improves both the effectiveness of foreign aid and the visibility of the EU in the international arena, Member States have consistently resisted any intrusion into what they consider a key area of their national sovereignty. The increases in volume of aid, the ambitious agenda on aid effectiveness, and the adoption of the European Consensus on Development indicate a change of direction. Using development policy as a starting point, this book provides a systematic analysis of the interaction between the European Commission and Member States. It explores the conditions in which the European Commission influences outcomes in the EU decision making process. It ultimately argues that the European Commission plays a leadership role, but this leadership is contingent upon the presence of an institutional entrepreneur, its internal cohesiveness, and the astute use of a repertoire of tactics. Demonstrating that development policy may provide fresh insights into EU integration theory, this book will be of interest to students and scholars of European Politics and International Development.

Available in PDF, EPUB and Kindle. Book excerpt: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Among other issues, this review looks at how the European Union has shown leadership in forging global agreements on sustainable development and climate change, and suggests the enhancement of a whole of EU approach in focusing on poverty reduction and countries that are most in need.

Book excerpt: The European Union in Africa: Incoherent policies, asymmetrical partnership, declining relevance? provides a comprehensive analysis of EU-Africa relations since the beginning of the twenty-first century and includes contributions from leading experts in the field of EU external relations. It seeks to explain how the relationship evolved through discussion of a number of different policies and agreements, ranging from established areas such as aid, agriculture, trade and security, to new areas such as migration, climate change, energy and social policies. This book successfully challenges a number of widely-held assumptions on the role of the EU in Africa, and at the same time sheds light on the role and identity of the EU in the international arena. It will be of great interest to students and scholars in the field of EU external relations as well as practitioners of international development.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The book also theorizes the current norm contestation in terms of the extent to, and conditions under which, the EU foreign policy is being put to the test.

Book excerpt: This open access book presents contemporary perspectives on the role of a learning society from the lens of leading practitioners, experts from universities, governments, and industry leaders. The think pieces argue for a learning society as a major driver of change with far-reaching influence on learning to serve the needs of economies and societies. The book is a testimonial to the importance of ‘learning communities.’ It highlights the pivotal role that can be played by non-traditional actors such as city and urban planners, citizens, transport professionals, and technology companies. This collection seeks to contribute to the discourse on strengthening the fabric of a learning society crucial for future economic and social development, particularly in the aftermath of the coronavirus disease.
