Several studies have interpreted the EU's role in Africa as either a self-interested hegemonic actor or as a value oriented normative power. In this volume, Daniela Sicurelli challenges these views by taking a closer look at Europe's policies towards Sub-Saharan Africa in the area of peacekeeping, trade and development, and environmental protection. Using fresh empirical evidence, including interviews with both European and African officials, she argues that the EU is far from becoming a unitary player in Africa. Lacking a clear strategy and coherent normative framework, the EU should be considered a multi-level actor, where national and supranational institutions have different interests and push forward contrasting views of what role Europe should play in Africa. Book excerpt: Why Europe Intervenes in Africa analyses the underlying causes of all European decisions for and against military interventions in conflicts in African states since the late 1980s. It focuses on the main European actors who have deployed troops in Africa: France, the United Kingdom and the European Union. When conflict occurs in Africa, the response of European actors is generally inaction. This can be explained in several ways: the absence of strategic and economic interests, the unwillingness of European leaders to become involved in conflicts in former colonies of other European states, and sometimes the Eurocentric assumption that conflict in Africa is a normal event which does not require intervention. When European actors do decide to intervene, it is primarily for motives of security and prestige, and not primarily for economic or humanitarian reasons. The weight of past relations with Africa can also be a driver for European military intervention, but the impact of that past is changing. This book offers a theory of European intervention based mainly on realist and post-colonial approaches. It refutes the assumptions of liberals and constructivists who posit that states and organisations intervene primarily in order to respect the principle of the 'responsibility to protect'.

Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe's sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU's free market approach to development - embodied in its EPA trade deals - is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU's sustainability pledges. It does this through looking at an array of issues - not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs. The chapters in this book were originally published as a special issue in Third World Thematics: A TWQ Journal.
