This is followed by summaries of the recommendations of the Manitoba Assessment Review Committee and of provincial legislation relating to assessment; a review of recent reactions to assessment issues from property owners, the city, and the province; and discussion of the broader context of Winnipeg's assessment problem with an overview of assessment reform in Ontario. The final section outlines recommendations for action to address the two fundamental problems identified in the report: the lack of reassessment since 1962 and the need for assessment reform.

Of particular concern are issues facing a mature urban centre, such as Winnipeg, whose resource staple (most notably wheat) has ceased to be the prime cause for rapid growth. The staple framework model of Hum and Phillips (1981) is sketched in an initial exposition of theoretical concepts, illustrated by simple diagrams showing possible paths of production & growth. Some potential lessons learned from the examination of urban development in a staple-based region are then discussed along with policy implications.

Book excerpt: This paper looks at one possible development strategy for the inner city of Winnipeg, a strategy consistent with forecasts that the city will experience continued low growth to the year 2000. The proposed strategy of inner city stabilization recognizes that technological change has created an excess supply of downtown land in the inner city. The strategy involves the reclamation of obsolete industrial & commercial land in the downtown in order to create modern residential subdivisions which would border on a more compact downtown. It also proposes that land banking initiatives be undertaken in concert with the reclamation activities. Options for implementing the strategy are discussed and examples of potential reclamation parcels are identified.
