Policymakers have responded to this behaviour by setting minimum job search requirements, by monitoring to check that unemployment benefit recipients are engaged in the appropriate level of job search activity, and by imposing sanctions for infractions. Empirical studies consistently show that job search monitoring and benefit sanctions reduce unemployment duration and increase job entry in the short term. There is some evidence that longer-term effects of benefit sanctions may be negative.

It takes advantage of a natural experiment introduced by a change in Slovenia's unemployment insurance law that substantially reduced the potential benefit duration. Although this reduction strongly increased job finding rates, the quality of the post-unemployment jobs remained unaffected. The paper finds that the law change had no effect on the type of contract (temporary versus permanent), the duration of the post-unemployment job, or the wage earned in the job.

Book excerpt: This paper uses two data sets to examine the impact of the potential duration of unemployment insurance (UI) benefits on the duration of unemployment and the time pattern of the escape rate from unemployment in the United States. The first part of the empirical work uses a large sample of household heads to examine differences in the unemployment spell distributions of UI recipients and nonrecipients. Sharp increases in the rare of escape from unemployment both through recalls and new job acceptances are apparent for UI recipients around the time when benefits are likely to lapse. The absence of such spikes in the escape rate from unemployment for nonrecipients strongly suggests that the potential duration of UI benefits affects firm recall policies and workers' willingness to start new jobs. The second part of our empirical work uses administrative data to examine the effects of the level and length of UT benefits on the escape rate from unemployment of UI recipients. The results indicate that a one week increase in potential benefit duration increases the average duration of the unemployment spells of UI recipients by 0,16 to 0.20 weeks. The estimates also imply that policies that extend the potential duration of benefits increase the mean duration of unemployment by substantially more than policies with the same predicted impact on the total UI budget that raise the level of benefits while holding potential duration constant.

Using a difference-in-differences design, I exploit two reforms of the Swedish UI system that made monitoring and sanctions considerably stricter at different points in time for different jobseeker groups. The results show that men and long-term unemployed individuals respond to the tighter monitoring and the threat of sanctions by finding jobs faster, whereas women do not. I also estimate the effect of receiving a sanction on the job exit rates and find significant sanction imposition effects. However, a decomposition exercise shows that these sanction imposition effects explain very little of the overall reform effects, so that most of the reform effects arise through threat effects. A direct policy implication is that the total impact of monitoring and sanctions may be severely underestimated when focusing solely on the effects on those actually receiving sanctions.

The findings are that even moderate sanctions have rather large effects. For both males and females, the exit rate increases by more than 100% following an imposition of a sanction. The paper exploits a rather large sample to elaborate on the basic findings. It is shown that the effect of sanctions wears out after around three months and that some groups of unemployed are more responsive to sanctions than others.

Book excerpt: This study provides the first comprehensive analysis of sanction effects on post-welfare employment quality in Europe using the outcome variables daily wage, yearly income, and covering job stability with the durations of three employment states: employed, unemployed, and supplementary benefit receipt. Applying PSM, we estimate the treatment effects (ATT) of UB-II-sanctions in Germany based on a rich administrative data set. Novelties of this study are the analysis of postwelfare sanction effects also for employed welfare recipients ("Aufstocker") and for indirectly affected employable household members. Our analyses reveal highly significant and strongly negative effects of benefit sanctions on the quality of post-welfare employment in the short and long run. In terms of income and employment stability we find a catch-up process which is by far not strong enough to compensate the loss within two years. For employed welfare recipients the negative effects on income and job stability even exceed the effects for unemployed. Particularly striking are the remarkably strong and highly significant negative effects on indirectly affected unemployed household members.
