This paper argues that the idea of the Comprehensive Approach and the European External Action Service (EEAS) institutional project have been substantially shaped by High Representative Ashton. A focus on the newly created Crisis Response and Operational Coordination Department within the EEAS is employed for analysing the recent post-Lisbon changes in the EU crisis management architecture. Based on a series of in-depth interviews with EU and national officials, the paper contemplates the role for the EU in complex crises, in particular the potential contribution of the EU's Crisis Response System.

The book considers the construction of crises and how some issues are deemed crises and others not. A major finding from this comparative study is that EU crisis response interventions have been placing increasing emphasis on security and stabilisation and less emphasis on human rights and democratisation. This changes – quite fundamentally – the EU’s stance as an international actor and leads to questions about the nature of the European Union and how it perceives itself and is perceived by others.

However, this continuum from short-term relief to rehabilitation and development has often proved difficult to achieve. This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda. The book concludes by proposing a common conceptual framework designed to appeal to different stakeholders involved in crisis management. This book explains why the EEAS, despite being hailed as a milestone in integration in Europe’s foreign policy, has fallen short of the mark. It does so by enlisting American institutionalist approaches to European questions of institutional creation, bureaucratic organisations and change. The book examines the peculiar shape the EEAS’s organisation has taken, what political factors determined that shape and design and how it has operated. Finally, it looks at the autonomous operation of the EEAS from a bureaucratic theory perspective, concluding that this is the best way to understand its course.
