Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the emergence of an EU strategic intelligence community as a complex multi-dimensional networked construction. It examines the constitution, structure and performance of EU intelligence arrangements as part of security policies of the European Union. Intelligence security has become a remarkable feature of the European integration processes. This study assess the ability of EU Member States, as well as relevant institutions and agencies, to develop effective, legitimate and accountable institutions and mechanisms for collection, transmission, processing and exchange of intelligence. In this regard, synergy is a key indicator that validates the ability to create the European strategic intelligence community in the EU’s legal and institutional framework. This groundbreaking project constructs a comprehensive model of the intelligence community as a distorted epistemic community tailored to singularities of EU security policies and systemic arrangements provided by EU institutions and agencies.

Available in PDF, EPUB and Kindle. Book excerpt: The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens with a high level of safety within an Area of Freedom, Security and Justice. Given that the fight against terrorism is a prominent aspect of this general objective, it is remarkable that, in spite of its political relevance and decade-long history, it has only relatively recently received due attention in the academic community. Yet an analysis of the successes and failures of the EU's involvement in this field is imperative and this is a particularly pertinent moment to take stock of progress. The goal of this book is therefore to look back at the post-9/11 period and answer the question of whether, when it comes to the measures taken to combat terrorism following these attacks, the EU has lived up to the promise made in its founding treaties. In pursuing this goal, this volume presents the views of leading experts casting a critical eye over the EU's performance, recognising achievements but also being suitably critical when the realities did not match the European rhetoric. In doing this, the book makes a significant contribution not only to the scholarly investigation of European Union policies, but also to the study of counter-terrorism in general. This book was published as a special issue of Intelligence and National Security.

Book excerpt: Inhaltsangabe:Abstract: The author of this master thesis has worked in 2004 as a trainee in the Press Cabinet of the High Representative of the EU Common Foreign and Security Policy Javier Solana and has followed the developments in the co-operative European intelligence structure within the Council Secretariat from close-by. Since the implementation of a European Defence and Security Policy in 1999, the EU has to apply and co-ordinate a broad range of broad range of security policy instruments. Therefore, access to various kinds of intelligence has become indispensable. Due to the terrorist attacks in of 11 September 2001, co-operation of EU military and external intelligence has been supplemented. The Madrid attacks and the launching of the EUFOR-Althea mission to Bosnia-Herzegovina in December 2004 have finally led to a wider political debate on the level of intelligence co-operation among Member States. Of particular importance was the establishment of the Joint Situation Center (SITCEN), a strategic intelligence assessment cell, which supports the decision-making of the High Representative. Unless there is not a high degree of intelligence sharing among EU governments, CFSP will remain in an embryonic state. (Charles Grant, 2000) What Grant was certainly right to entitle embryonic in the year 2000 seems to be a glaring understatement from today s perspective. Within the last five years the European Common Foreign and Security Policy (CFSP) developed with the speed of light . One can agree with this metaphor chosen by EU s High Representative for CFSP Javier Solana, if one takes into consideration how slowly the wheels of progress in Brussels and in the capitals of the Member States often turn. The taking over of the 7000 troops strong Althea mission in Bosnia and Herzegovina from NATO this year is indeed an impressive proof of how mature CFSP has become. Given the hypothesis of Charles Grant is true and without intelligence sharing the development of CFSP would be blocked at an early stage, we must conclude that truly decisive developments in the field of EU intelligence co-operation have taken place, albeit largely unnoticed by the public. This study has not the intention to engage in a debate of principles whether the intensifying militarisation of the European Union is the most appropriate approach to confront the key threats of today s international security environment. It will rather take the developments in CFSP [...]

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates everyday practices of intelligence cooperation in anti-terrorism matters, with a specific focus on the relationship between Europe and Britain. The volume examines the effective involvement of British anti-terrorism efforts in European cooperation arrangements, which until now have been overshadowed by the UK-US ‘special relationship’ and by political debates that overstate the divide between Britain and continental Europe. In arguing that British intelligence has always had a European dimension, it provides a distinct perspective to the study of intelligence cooperation and the role of British intelligence therein. Mobilizing a ‘field theory’ approach, the book provides an original contribution to the understanding of intelligence cooperation by investigating everyday bureaucratic practices of ‘ground-level’ security professionals and police forces, embedded in a European ‘field’ structured around the exchange of anti-terror intelligence. It also accounts for the drivers behind cooperation by using ‘field analysis,’ which explains the trajectory and positioning of actors according to their ‘capitals’ rather than necessities dictated by threats or state decisions. This book will be of much interest to students of Security Studies, International Political Sociology, Intelligence Studies, and International Relations in general.

Book excerpt: In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy. The role of and interaction between these strategies, their supplementing documents, and their implications for crime, victims, the law, political relations, democracy and human rights, form the backdrop against which the chapters in this collection are written. Building on original research by its contributors, this collection comprises work by authors from a wide variety of academic and professional areas and perspectives, as well as different countries, on a variety of areas and issues related to or raised by the EU’s Internal Security Strategy, from intelligence-led policing to human trafficking and port security. This book examines, from a wide variety of disciplinary perspectives including law, geography, politics and practice, both this further refinement of existing internal provisions on cross-border crime, and the increasing external relations of the EU in the AFSJ.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the European governance of emerging security technologies. The emergence of technologies such as drones, autonomous robotics, artificial intelligence, cyber and biotechnologies has stimulated worldwide debates on their use, risks and benefits in both the civilian and the security-related fields. This volume examines the concept of ‘governance’ as an analytical framework and tool to investigate how new and emerging security technologies are governed in practice within the European Union (EU), emphasising the relational configurations among different state and non-state actors. With reference to European governance, it addresses the complex interplay of power relations, interests and framings surrounding the development of policies and strategies for the use of new security technologies. The work examines varied conceptual tools to shed light on the way diverse technologies are embedded in EU policy frameworks. Each contribution identifies actors involved in the governance of a specific technology sector, their multilevel institutional and corporate configurations, and the conflicting forces, values, ethical and legal concerns, as well as security imperatives and economic interests. This book will be of much interest to students of science and technology studies, security studies and EU policy. Available in PDF, EPUB and Kindle. Book excerpt: At a time when many observers question the EU’s ability to achieve integration of any significance, and indeed Europeans themselves appear disillusioned, Mai’a K. Davis Cross argues that the EU has made remarkable advances in security integration, in both its external and internal dimensions. Moreover, internal security integration—such as dealing with terrorism, immigration, cross-border crime, and drug and human trafficking—has made even greater progress with dismantling certain barriers that previously stood at the core of traditional state sovereignty. Such unprecedented collaboration has become possible thanks to knowledge-based transnational networks, or “epistemic communities,” of ambassadors, military generals, scientists, and other experts who supersede national governments in the diplomacy of security decision making and are making headway at remarkable speed by virtue of their shared expertise, common culture, professional norms, and frequent meetings. Cross brings together nearly 80 personal interviews and a host of recent government documents over the course of five separate case studies to provide a microsociological account of how governance really works in today’s EU and what future role it is likely to play in the international environment. “This is an ambitious work which deals not only with European security and defense but also has much to say about the policy-making process of the EU in general.” —Ezra Suleiman, Princeton University

Available in PDF, EPUB and Kindle. Book excerpt: This volume discusses the challenges the future holds for different aspects of the intelligence process and for organisations working in the field. The main focus of Western intelligence services is no longer on the intentions and capabilities of the Soviet Union and its allies. Instead, at present, there is a plethora of threats and problems that deserve attention. Some of these problems are short-term and potentially acute, such as terrorism. Others, such as the exhaustion of natural resources, are longer-term and by nature often more difficult to foresee in their implications. This book analyses the different activities that make up the intelligence process, or the ‘intelligence cycle’, with a focus on changes brought about by external developments in the international arena, such as technology and security threats. Drawing together a range of key thinkers in the field, The Future of Intelligence examines possible scenarios for future developments, including estimations about their plausibility, and the possible consequences for the functioning of intelligence and security services. This book will be of much interest to students of intelligence studies, strategic studies, foreign policy, security studies and IR in general.

This, in turn, has impacted the characteristics of intelligence, as states have needed to improve their security policies with new intelligence tactics. This volume investigates this new state of play in the international arena.

Book excerpt: This volume exemplifies the general theory of a field of professionals of security (in the line of our first book Illiberal Practices of Liberal Regimes) and proposes a map of die European internal security agencies (Europol, Eurojust, Frontex, OLAF). It insists on the relations between the agencies in order to give a better idea of the flow of communication and strategic or operational decisions produced at the EU level as too often die audience has only monographers about these agencies. Any researcher, student, NGO or policy maker interested in security in the EU will thus have a better idea of the relations between die agencies and a greater understanding of what is at stake with liberty, security and justice in Europe.
