Shall we entirely abandon the great pet of America, be cause it fails in some hands and in some localities, to answer the end for which it was instituted? The remedy is in another direction. It was time. A reading-book for children should be large - very large. We should also have educational libraries for the young. Equally neces sary are school museums, to enable teachers to give object lessons with effect. They favor walks by teach ers and scholars to places where nature can be studied to the best advantage, and visits to museums and monuments for the purpose of learning history, &c. The doctrine is, all comes through the senses. Success to the one that goes farthest in showing us what children should be allowed to see, and down with the teacher who prates of subjects which children cannot understand, and which consequently destroy all their originality. The congress gave attention also to the means to be employed in developing the artistic taste of chil dren. The method proposed was again educational walks, the observation -of nature, of leaves, flowers, works of architecture, drawing. You see at once the drift of the discussion. I am persuaded that some educational walks will soon constitute a part of our sys tem of education. They also insisted that more time should be devoted to the teaching of drawing, that lessons on this subject should be given every day. Music should form a part of every course in all ele mentary schools, and many hold that gymnastics con tributes towards the development of a taste for the beautiful. Of the truth of this latter Opinion 1 am not altogether sure. A young teacher, in a paper well considered and well written, took the ground that there ought to be in each Canton an extra teacher to take the place of any one sick or necessarily absent. Hulings Hall, constructed in 1881 by gifts from Marcus Hulings, of Oil City, and citizens of Meadville, is a large four-story dormitory, with accommo dation for 60 young women. The Wilcox Hall of Science, the gift of the late Robertson Wilcox, of Girard, was completed in 1893. It is 61 by 45 feet and three stories in height, and contains lecture rooms and laboratories well adapted to instruction in science. Of Part I we claim no original material, but at least some new interpretation of old facts. Part II discusses the system in a different and, we believe, a better planned and more systematized way than has ever before been undertaken. In Part III the working of the system is described from our own experience, which includes work done in the common, ungraded country school, the city graded school, the State Normal School, and the college. Thus from personal experience in and with the system we obtain the information upon which almost the entire contents of Part III are founded. It will be noticed that the system led the people rather than the people urged forward the system. Governor Wolfe sacrificed the office of governor a second term for the system's foundation, and likewise Governor Bigler urged its improvement by the law of 1854, though fully realizing that it meant his political death. Fortunately for the system the successors of both these governors stood by the ideas of their predecessors on school matters. That there is a need for determining whether or not the county institute is functioning or whether it is contributing materially to the actual improvement and present needs of the teaching profession in Pennsylvania, can be readily ascertained by an examination of the literature bearing on Institutes, not only in Pennsylvania but thruout the United States. It is beyond the purpose of this investigation to review this literature or to quote from it to any greater extent than will shed light on our problem. Two outstanding studies on "Teachers Institutes" are those by Smart in 1885, and by Ruediger in 1911. These are both national in scope. The former is a valuable collection of data and judgment that constitute a veritable brief for the institute. The latter study considers the institute as an agency in the improvement of teachers in service. It was in this study that the further value of institutes was begun to be questioned, tho even in Smart's "Circular of Information" we see striking evidences of warning and doubt. Commissioner of Education Eaton in submitting Smart's comprehensive survey used this significant sentence: The aims, purposes, and methods of conducting these institutes in the several states are exceedingly diverse. It is evident that the institutes as a whole have been a means of great good and have probably been worth all they have cost; but it is also clear that, from lack of thorough organization and professional management, they have produced only a part of the good results possible. The facts presented in this report show that institutes may not only be valueless practically, but a positive source of mischief to the teachers and to the schools.
