We are thus presented with a complete review of foreign politics, of our relations with the internal native States, of the formation of the chief British provinces, of the administrative machinery, and of the constitution of the Indian Empire as it has been gradually built up by parliamentary statutes, by public ordinances, and by the operation of the Indian legislature. In like manner the sections dealing with municipalities, local government, the military and marine forces, and public instruction take up their story from the beginning, while under all other important departments of public business the area traversed by this report is sufficiently large to afford a comprehensive view of the subject. We find no fault with these publications for being tinged with the natural colour of healthy optimism. It is not the business of official or semi-official writers to touch otherwise than very lightly indeed upon the defects or drawbacks which are inseparable from every system of government, or to lay stress upon the underlying difficulties that necessarily adhere to such a grand and unprecedented experiment in the art of managing alien dependencies as that upon which we are engaged in India. In this, as in every other record of accomplished facts, the work of criticising results may safely be left to volunteers, whose zeal and acuteness in discovering the weak parts of the official case may usually be relied upon. For ourselves, while it is the main purpose of this article to survey rapidly, and from an independent standpoint, the immense field that is covered by these two able and ample dissertations, we shall not be extreme in marking what is done amiss, but neither shall we abstain from drawing attention to problems of delicacy or complexity, or to any noteworthy tendencies or symptoms, that the publicist or the political biographer may have fairly thought himself entitled to overlook. The enormous addition which has been made to the ordinary expenditure of the country in recent years, the huge cost of the war in South Africa, and the consequent growth of taxation, must direct the attention of men of all parties to the requirements of the great spending departments and the inequalities or inadequacy of our financial system. But Imperial finance has during the last dozen j-ears been so closely bound up with local taxation that the Legislature, in addressing itself to one subject, will find itself compelled to deal with the other. If there were no complaints of injustice from the ratepayers of the country, the necessity of revising our system of Imperial taxation would force every financial authority to consider the concurrent difficulties of local finance. But there is a still better reason for thinking that local taxation must fill a large place in the political programme of the immediate future. Its rapid growth, the manner in which it is levied, the crushing severity with which it falls in many places on the real property on which it is a charge, combine to draw attention to the burden which it imposes. The taxpayer is hardly conscious of many of the imposts which he bears. Few men associate the cost of the cup, which they love, or of the weed, which they love more, with the requirements of internal administration or external politics. The former class are the loudest in their opposition to colonization, the latter are the more efficient. It is well known, however, that mere difficulties of detail often retard the introduction of measures of obvious necessity. This has been the case with the question of Sanitary Reform, and with the yet more momentous question of Education: but such difficulties diminish as they are looked in the face, and vanish when closely confronted; so that, when the great measure, which has a hundred times been pronounced to be alike desirable and impracticable, is at last carried, men ask, as in the story of Columbus's egg, where the difficulty lay? Achievements in the political, like discoveries in the. scientific world, are for the most part heralded by precursive signs; and we have already had on the subject of Colonization those dawnlights which prognosticate the day. Nor can we at all wonder at the growing interest with which this topic is regarded. The kindred subject of Pauperism has for a long series of years engrossed a large share of public attention: but, frequently as it has been the theme of the philosopher and the economist, no efficient remedy has as yet been devised. We can travel at the rate of fifty miles an hour, and send intelligence a thousand miles in a minute; we have not been able, however, to outstrip pauperism. Wealth has accumulated: social improvements have been carried out; and political changes have taken place, only less than revolution; but our national Genius yet stands rebuked before the one gaunt phantom which meets it on every path of triumph. A few years ago pauperism threatened to swallow up all property: the Poor-law was amended, and the disease in some measure checked; but pauperism has again for several years been on the increase. In Ireland distress has passed into famine, occasioned by the loss of the potato; and all that has been done for that country has failed to avert an unprecedented mortality, an enormous destruction of property, and (the consequence of such calamities) a deep-seated and wide-spread discontent. The potato was the staple of Irish agriculture, as cotton is that of the manufactures of Lancashire. What would be the consequence, if a less analogous to that which Ireland has sustained were to deprive England of her chief manufacturing material? Raised to eminent station through the favour of the greatest female sovereign of England, he perished on the scaffold through the dislike and cowardly policy of the meanest of her kings. To crown all, his fame in letters, particularly as the author of that memorable work with which 'his prison hours enriched the world, ' placed his name in glorious association with those of Bacon and Hooker, as it otherwise was with those of Essex and Vere, of Hawkins and Drake. The appearance, within the last ten years, of a uniform edition of his extensive works, and of three different histories of his life, seems to show that the public interest in regard to him has not abated; and, at the same time, to make a call for critical examination which has too long, perhaps, been overlooked. Some recent publications, connected with the same era, and presenting farther information respecting Raleigh, have forcibly recalled our thoughts to the works alluded to; and, if our notice of them comes somewhat late, the delay has at any rate enabled us to survey them from a more commanding point of view, than could have been attained at any earlier date. In now proceeding to consider them, we are sorry to be obliged to say, that a life of Raleigh, written upon sound principles, and possessing all the attainable information, is still a desideratum; as is an edition of his works, in which the authenticity of every piece has been thoroughly sifted, the objects and character of each adequately explained, and the whole arranged with the requisite care. We are not without the hope of being able, in the course of this article, to furnish some information, calculated to aid the labours of any one who, either as biographer or editor, may be induced to make another attempt to supply desiderata so much to be regretted. We gather from Mr. Palgrave's dedication to the Master of the Rolls that some correc tions in it were contemplated, but not enough to have seriously affected its character. The volume, as it stands, repre sents, on the whole, his father's maturest judgment on the events narrated.' But of the first volume three chapters only, and those the three which have the least bearing upon English history, were revised by the author. The remainder of the volume, that is the whole reign of William the Con queror, is all more or less unfinished. Those parts which had been worked into a continuous narrative have not received the author's final revision, while other parts are altogether fragmentary, patched up out of materials left by Sir Francis Palgrave, but never worked by him into shape. Unhappily this is the case with the most important chapter of the whole work, that on the results of the Conquest. That chapter con tains hints which make us long to see them Worked out at length; but it contains little beyond hints. With the most important piece of dissertation thus utterly fragmentary, and with the most important piece of narrative altogether wanting, we have indeed the spring taken out of our year.
