Book excerpt: First published in 1989. Political science in Austria is a relatively young discipline. It began to gradually establish itself in the 60's and only as recently as 1971 was it anchored in the curriculum of Austrian universities as a separate field of study. With the present book in English the editors hope to stimulate the interest of international social scientists in Austria, to overcome language barriers, and to make the topical problems and developments of Austrian democracy accessible to an international reading public. The book is intended to reflect the current state of a discipline-political science. However, it is also to be a contribution to the further development of this discipline. It should stimulate further, intensive and critical occupation with the theme "parties and the party system in Austria."

Available in PDF, EPUB and Kindle. Book excerpt: Seth Masket's The Inevitable Party is a study of anti-party reforms and why they fail. Numerous reform movements over the past century have designated parties as the enemy of democracy, and they have found a willing ally in the American people in their efforts to rein in and occasionally root out parties. Masket investigates several of these anti-party reform efforts - from open primaries to campaign finance restrictions to nonpartisan legislatures - using legislative roll call votes, campaign donations patterns, and extensive interviews with local political elites. These cases each demonstrate parties adapting to, and sometimes thriving amidst, reforms designed to weaken or destroy them. The reason for these reforms' failures, the book argues, is that they proceed from an incorrect conception of just what a party is. Parties are not rigid structures that can be wished or legislated away; they are networks of creative and adaptive policy demanders who use their influence to determine just what sorts of people get nominated for office. Even while these reforms tend to fail, however, they impose considerable costs on society, usually reducing transparency and accountability in politics and government.

Book excerpt: In several countries, political parties are stepping up their digital presence in the online world. This creates opportunities for political parties to reach a wider potential audience or membership base. Digitalization has been an ongoing process in political parties across the globe, and the current pandemic is likely to accelerate this process. This Primer highlights some of the mechanisms that are being widely used and can be adopted by political parties to allow them to continue to function or operate in times of social distancing and other contexts where restrictions on social gatherings are being enforced. It also presents practical options for digitalization and developing an online presence that parties in different contexts can adapt and optimize to respond to such restrictions, and ideas to support the transformation efforts that parties are undertaking.

Book excerpt: The contributions focus on succession and obligation law norms shaping the legal status of an heir and their comparison within Polish and German law systems. They analyse the impact of the instruments of contract law on the status of an heir. The adopted methodology combining the internal-national and external-comparative perspective allows the authors to present “similarities in dissimilarities” within institutions of the German and Polish succession law. The broad analyses of legal doctrine and jurisprudence can serve as a source of knowledge and points of reference for legal practitioners, courts and legislators.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a systematic, theory-based, and empirically grounded introduction to the political system of Germany. Compared to other textbooks on government and politics in Germany, it has two particular benefits. First, it analyzes the individual dimensions of the German political system from a uniform theoretical perspective based on the well-known distinction between majoritarian and consensus democracy. Second, it particularly explains how political decision-making in the multi-level system takes place, including the local, state, federal as well as EU levels. This way, the book provides a comprehensive, detailed, and clear picture of how German democracy is organized and how it works.
