Book excerpt: The aftermath of Hurricane Katrina saw the largest military response ever undertaken by the United States. While the press highlighted the political clashes at the strategic level, there was also confusion at the operational level that led to a lack of efficiency. The command and control structure among the military forces was a constant irritant that degraded relief operations. This paper addresses the specific issue of the relationship between active component and National Guard forces during the Hurricane Katrina response operations. When confronted with any situation, the American military turns to doctrine to identify solutions and best practices. In this case, Joint Doctrine does provide a framework for effective C2 and coordination for domestic disaster response operations but it was not well utilized. This study uses the doctrinal framework to develop command authorities, relationships, and operational areas that allow the rapid response to crisis situations by all portions of our military. With unity of effort, not unity of command, as the goal, the Parallel Command Model is a good fit for DSCA operations. Treating the active component and National Guard forces as a coalition is appropriate. Using the support relationship clearly delineates the responsibilities of all involved. As the final piece to our analysis of the doctrinal framework for DSCA operations, future plans must account for FEMA and State adherence to state boundaries. Smaller JTFs with an objective of supporting a single state, and a JOA drawn accordingly, prevent adding any extraneous confusion during already complex DSCA operations.

In some domestic catastrophes, the federal military may be asked to augment the National Guard response. It is in the context of Civil Support operations involving both the National Guard and federal military forces, that this paper examines the sometimes contentious C2 relationship between state and federal military forces. The thesis for discussion is that current domestic Civil Support C2, involving both Title 10 (federal military) and Title 32 (state National Guard) forces, can be improved by changes to existing law, directives and operating procedures. These modifications would allow the use of existing Joint C2 doctrine in such operations, creating Unity of Command with National Guard in the lead. The topic of modifying Civil Support C2 is not new. However, this paper contends that cultural resistance is a major factor in the inability of the Active Component to support change to C2. A change in the Title 10 culture is therefore necessary to enable progress. Additionally, while some new ideas from existing Joint doctrine have been acknowledged, this paper will examine additional options for Civil Support C2.

S. strategy, as presented in the National Military Strategy (1992) and other statements, addresses a continuing requirement to be ready for unilateral action. It also outlines the expectation that the United States will continue to lead in efforts supporting global peace and security using forward presence, crisis response, and multinational operations. After the Gulf War, some political-military analysts and national leaders saw ad hoc coalitions as the wave of the future. Others, seeing the difficulties of planning for an ad hoc operation, disagreed and instead supported a decrease in U. S. security involvement with other nations. World events subsequently showed the necessity of being prepared to work with allies not part of established regional security arrangements. Although not a first choice, the possibility of ad hoc coalition operations is now recognized as an option. This paper, originally published in 1994 by The Center for Advanced Concepts and Technology of the National Defense University, examines the many factors that influence command and control of coalition operations. The factors considered include the nature of a coalition itself, generally transitory. Previous coalition operations were created out of necessity. Such coalitions generally ended as soon as their immediate purpose was completed, although some evolved to become more structured or permanent alliances.
