Available in PDF, EPUB and Kindle. Book excerpt: The balancing of competing interests and goals will have momentous consequences for Japan—and the United States—in their quest for economic growth, social harmony, and international clout. Japan and the United States face difficult choices in charting their paths ahead as trading nations. Tokyo has long aimed for greater decisiveness, which would allow it to move away from a fragmented policymaking system favoring the status quo in order to enable meaningful internal reforms and acquire a larger voice in trade negotiations. And Washington confronts an uphill battle in rebuilding a fraying domestic consensus in favor of internationalism essential to sustain its leadership role as a champion of free trade. In Dilemmas of a Trading Nation, Mireya Solís describes how accomplishing these tasks will require the skillful navigation of vexing tradeoffs that emerge from pursuing desirable, but to some extent contradictory goals: economic competitiveness, social legitimacy, and political viability. Trade policy has catapulted front and center to the national conversations taking place in each country about their desired future direction—economic renewal, a relaunched social compact, and projected international influence. Dilemmas of a Trading Nation underscores the global consequences of these defining trade dilemmas for Japan and the United States: decisiveness, reform, internationalism. At stake is the ability of these leading economies to upgrade international economic rules and create incentives for emerging economies to converge toward these higher standards. At play is the reaffirmation of a rules-based international order that has been a source of postwar stability, the deepening of a bilateral alliance at the core of America's diplomacy in Asia, and the ability to reassure friends and rivals of the staying power of the United States. In the execution of trade policy today, we are witnessing an international leadership test dominated by domestic governance dilemmas.

Available in PDF, EPUB and Kindle. Book excerpt: Modern dictatorships hold elections. Contrary to our stereotypical views of autocratic politics, dictators often introduce elections with limited manipulation wherein they refrain from employing blatant electoral fraud and pro-regime electoral institutions. Why do such electoral reforms happen in autocracies? Do these elections destabilize autocratic rule? The Dictator's Dilemma at the Ballot Box explores how dictators design elections and what consequences those elections have on political order. It argues that strong autocrats who can effectively garner popular support through extensive economic distribution become less dependent on coercive electioneering strategies. When autocrats fail to design elections properly, elections backfire in the form of coups, protests, and the opposition's stunning election victories. The book's theoretical implications are tested on a battery of cross-national analyses with newly collected data on autocratic elections and in-depth comparative case studies of the two Central Asian republics--Kazakhstan and Kyrgyzstan. The book's findings suggest that indicators of free and fair elections in dictatorships may not be enough to achieve full-fledged democratization.

Available in PDF, EPUB and Kindle. Book excerpt: As Europe’s Muslim communities continue to grow, so does their impact on electoral politics and the potential for inclusion dilemmas. In vote-rich enclaves, Muslim views on religion, tradition, and gender roles can deviate sharply from those of the majority electorate, generating severe trade-offs for parties seeking to broaden their coalitions. Dilemmas of Inclusion explains when and why European political parties include Muslim candidates and voters, revealing that the ways in which parties recruit this new electorate can have lasting consequences. Drawing on original evidence from thousands of electoral contests in Austria, Belgium, Germany, and Great Britain, Rafaela Dancygier sheds new light on when minority recruitment will match up with existing party positions and uphold electoral alignments and when it will undermine party brands and shake up party systems. She demonstrates that when parties are seduced by the quick delivery of ethno-religious bloc votes, they undercut their ideological coherence, fail to establish programmatic linkages with Muslim voters, and miss their opportunity to build cross-ethnic, class-based coalitions. Dancygier highlights how the politics of minority inclusion can become a testing ground for parties, showing just how far their commitments to equality and diversity will take them when push comes to electoral shove. Providing a unified theoretical framework for understanding the causes and consequences of minority political incorporation, and especially as these pertain to European Muslim populations, Dilemmas of Inclusion advances our knowledge about how ethnic and religious diversity reshapes domestic politics in today’s democracies.

Political Dilemmas at Work will present real political challenges in an original and engaging way - which will be instantly recognizable by any experienced manager. Then, based on the authors' experience of coaching managers and directors, they will offer analysis and practical tools and tips about how to deal effectively in these situations. With the workplace becoming more political and competitive by the day, Political Dilemmas at Work will come to the rescue. This book will become required reading for anyone who is ambitious and wants to ensure that they do not fall foul of negative organizational politics.

Book excerpt: What is the role of the public bureaucracy in social, economic, and political development? What are the alternatives of development for newly emerging nation-states? Hoselitz, Joseph J. Spengler, Merle Fainsod, Carl Beck, J. Donald Kingsley, John T. Dorsey, Ralph Braibanti, and Walter B. Sharp—approach these questions both by historical analysis (in the U.S. and in a score of countries in Europe, Asia, and Africa), and by empirical field research (in such varied places as Nigeria, Pakistan, and Viet Nam). Buckley’s study of twentieth-century Brazil examines the nation’s hard social realities through the history of science, focusing on the use of technology and engineering as vexed instruments of reform and economic development. Nowhere was the tension between technocratic optimism and entrenched inequality more evident than in the drought-ridden Northeast sertão, plagued by chronic poverty, recurrent famine, and mass migrations. Buckley reveals how the physicians, engineers, agronomists, and mid-level technocrats working for federal agencies to combat drought were pressured by politicians to seek out a technological magic bullet that would both end poverty and obviate the need for land redistribution to redress long-standing injustices.

Available in PDF, EPUB and Kindle. Book excerpt: In Dilemmas of Difference Sarah A. Radcliffe explores the relationship of rural indigenous women in Ecuador to the development policies and actors that are ostensibly there to help ameliorate social and economic inequality. Radcliffe finds that development policies’s inability to recognize and reckon with the legacies of colonialism reinforces long-standing social hierarchies, thereby reproducing the very poverty and disempowerment they are there to solve. This ineffectiveness results from failures to acknowledge the local population's diversity and a lack of accounting for the complex intersections of gender, race, ethnicity, class, and geography. As a result, projects often fail to match beneficiaries' needs, certain groups are made invisible, and indigenous women become excluded from positions of authority. Drawing from a mix of ethnographic fieldwork and postcolonial and social theory, Radcliffe centers the perspectives of indigenous women to show how they craft practices and epistemologies that critique ineffective development methods, inform their political agendas, and shape their strategic interventions in public policy debates.
