Available in PDF, EPUB and Kindle. Book excerpt: The position of English monarchs as supreme governors of the Church of England profoundly affected early modern politics and religion. This innovative book explores how tensions in church-state relations created by Henry VIII's Reformation continued to influence relationships between the crown, Parliament and common law during the Restoration, a distinct phase in England's 'long Reformation'. Debates about the powers of kings and parliaments, the treatment of Dissenters and emerging concepts of toleration were viewed through a Reformation prism where legitimacy depended on godly status. This book discusses how the institutional, legal and ideological framework of supremacy perpetuated the language of godly kingship after 1660 and how supremacy was complicated by the ambivalent Tudor legacy. It was manipulated by not only Anglicans, but also tolerant kings and intolerant parliaments, Catholics, Dissenters and radicals like Thomas Hobbes. Invented to uphold the religious and political establishments, supremacy paradoxically ended up subverting them.

Book excerpt: This book studies the evolution of the war prerogative in England from 1600-2012. It traces the historical theory and practice of the war prerogative and proposes reform of the constitutional arrangements for its exercise. It addresses three key questions. First, what have writers on political and constitutional theory said about the constitutional arrangements for the war prerogative, and, in particular, what justifications have been advanced for those arrangements? Secondly, in practice, has the executive in fact possessed sole and exclusive powers over war and the deployment of force, or have Parliament and the courts had a role to play in their exercise and scrutiny? Thirdly, are there better ways to organise our constitutional arrangements for the war prerogative, to enable a more substantive role for Parliament (particularly the House of Commons) in its exercise and scrutiny? On the first question, it is shown that orthodox theoretical and political discourses have continuously asserted the executive's exclusive power over war, but the justifications advanced for that arrangement have changed over time. Those changes reflect the varying influence of different political theories at different times. On the second question, it is found that, contrary to orthodox theoretical and political discourses, Parliament has played an active and substantive role in the exercise and scrutiny of the war prerogative. The courts have refused to intervene in the exercise of the war prerogative, but have been more ready to intervene in cases involving the exercise of powers incidental to the war prerogative. On the third question, it is argued that reform of the constitutional arrangements for the war prerogative is necessary and desirable. The use of 'institutional mechanisms' is recommended, which are small-scale rules and institutional arrangements, within existing institutions, which aim to promote certain normative goals. In particular, the enactment of a statute is proposed, which would impose conditions on the executive's exercise of its war prerogative. It is argued that these proposals show that, through careful institutional design, democratic values, national security, and operational efficiency can each be reconciled and promoted.

Book excerpt: Pepys's diary has made him a literary celebrity. In his own time he was known as the chief naval official under Charles II and James II and this aspect of the diarist's life has not received the attention it deserves from his modern biographers. Charles Knighton, a Pepys scholar with a particular interest in naval history, reveals the full extent of Pepys's achievements in creating a modern navy which was both permanent and professional.

Available in PDF, EPUB and Kindle. Book excerpt: The two pieces of work which make up this volume were compiled by Pepys in the 1660s. The first is Pepys's own record of how the Navy Board functioned. It records details of meetings with fellow officers such as Sir William Penn and Sir John Mennes, and how work could be hampered at times by the refusal of an officer to sign a contract or bill as he had not been present at the original discussions. The Navy White Book gives the discussions which took place over a variety of matters, such as, contracts with Sir William Warren, a timber merchant; costs and quality of masts and canvas. The Brooke House Papers deal with the inquiry set up by the House of Commons into the conduct of the Second Dutch War, following the humiliation of the Dutch invasion of 1667, and the inefficiency of the Navy Board. The Brooke House Papers further show Pepys defending the Navy Board's professionalism and integrity, and also that naval administration during the Second Dutch War was efficient. The Papers also show Charles II 's role in protecting the Navy Board, by making his dissatisfaction with the inquiry known, through his disrespectful language and interruptions, as well as his support for Pepys, whom he makes the Board's spokesman.

Available in PDF, EPUB and Kindle. Book excerpt: Deep conflicts in Restoration England produced a torrent of satirical verse on the policies, manners, and morals of Charles II and his age. Almost every poet—impelled by motives ranging from venality to patriotism—took his turn at satirizing the establishment. These Poems on Affairs of State, as they came to be known, provide an inexhaustible and minute record of the times from every point of view. The first volume of the Yale Edition includes the most important pieces, published and unpublished, dealing with events from the restoration of Charles to the outbreak of the Popist Plot in 1678. It is fully annotated and illustrated from contemporary materials. George deForest Lord, associate professor of English at Yale University and Master of Trumbull College, is general editor of the series as well as editor of this first volume.
