The Defense Critical Technologies are the leading edge of the DoD Science and Technology program. While all S & T efforts are fundamental to achieving continued improvement in military capabilities, the Defense Critical Technologies represent those technologies that are likely to set the pace of innovation in the development of advanced weapon capabilities and the evolutionary modernization of today's systems. This third annual plan is more comprehensive than earlier editions. A new section has been added to document funding levels for individual Defense Critical Technologies for the relevant S & T Program Elements; moreover, the individual detailed technology plans provide greater detail on specific milestones and technology objectives, as well as a more comprehensive discussion of related private sector and non-DoD government programs. The plans also include assessments of international technology developments and trends.

Major acquisitions in the Department of Defense Defense's (DOD) ongoing force transformation including manned and unmanned aircraft systems, networkcentric communications systems, and air and ground weapons rely on maintaining technological superiority. Failure to identify and protect critical technologies makes U.S. military assets vulnerable to cloning, neutralization, or other action that degrades current and anticipated capabilities. To help minimize these risks, DOD Dod's Militarily Critical Technologies Program developed and periodically updates two lists of technologies the Militarily Critical Technologies List (MCTL) and the Developing Science and Technologies List (DSTL) each consisting of 20 sections. These lists are primarily intended to inform U.S. export control decisions, but can also help inform counterintelligence activities, research plans, and technology protection programs. As such, the MCTL and DSTL are considered fundamental to identifying technologies critical to national security that can help inform decisions to ensure U.S. technological advantage for the warfighter. Redefined national security threats, rapid technological advances, and increasing efforts by adversaries to gain access to U.S. military weapon system technology heighten the need to identify and protect militarily critical technologies. Given the importance of the MCTL and DSTL, you asked us to (1) assess the Militarily Critical Technologies Program's process for updating the MCTL and DSTL and (2) determine how the lists are used to inform export control and DOD policy decisions.

Book excerpt: The report responds to Public Law 100-456, the National Defense Authorization Act for Fiscal Year 1989, to provide Congress annually with a Critical Technologies Plan. This is the first such submission. It is the result of a series of meetings involving representatives of the military departments and defense agencies with responsibilities for science and technology programs, and representatives from the Department of Energy, Assistant Secretary for Defense Programs. After defining the scope of the report and outlining the DoD planning process for science and technology, selection criteria for critical technologies are presented. Technologies related to nuclear weapons and their effects, because of their special nature, are not included in this plan. Critical technologies are technologies with great promise of ensuring the long- term superiority of the United States weapon system. The following critical technologies were selected: Microelectronic Circuits and Their Fabrication, Preparation of GaAs and Other Compound Semi-Conductors, Software Producibility, Parallel Computer Architectures, Machine Intelligence/Robotics, Simulation and Modeling, Integrated Optics, Fiber Optics, Sensitive Radars, Passive Sensors, Automatic Target Recognition, Phased Arrays, Data Fusion, Signature Control, Computational Fluid Dynamics, Air Breathing Propulsion, High Power Microwaves, Pulsed Power, Hypervelocity Projectiles, High-Temperature/High-Strength/Light- Weight Composite Materials, Superconductivity, and Biotechnology Materials and Processing.
