Book excerpt: In the past year, three separate DoD level studies have emphasized the importance of aggressively responding to a crisis, thereby stopping or deterring an adversary prior to his objective, and minimizing the amount of territory that must be regained from the aggressor. By incorporating emerging technologies and new operational concepts, air & space power can enable the Joint Force Commander (JFC) to decisively halt an enemy invasion. This is accomplished by applying new technologies coupled with new operational concepts to the early phase of an enemy aggression. This strategy minimizes vulnerabilities to mass causalities by using geographically dispersed air & space forces during the early phase of a conflict when the enemy strengths/options are at a peak. Applying this strategy will allow the JFC to halt an enemy prior to his objective, seize the initiative, and dictate the pace and direction of follow on operations.

Book excerpt: The recent Report of the Quadrennial Defense Review outlines an increased need to execute Halt Phase Operations, defined as the halt of an enemy invasion of friendly territory before the enemy reaches his strategic goals. In order to meet this challenge, the QDR panel proposes a force that relies on the Revolution in Military Affairs to leverage increased military capability from a smaller force. Other agencies, in particular the United States Air Force, have proposed that Halt Phase operations can best be executed by modern airpower. Unfortunately, this assertion is not borne out by current military combat models. Therefore, this study examines a historical example, the World War II Guadalcanal campaign, to examine the Halt Phase and develops some critical issues for this key phase of battle. First, trading mass for technological superiority increases the risk of failure under a wide range of circumstances. Second, sound operational force employment is also a key to victory, a major problem in a two-major theater war scenario. Third, sustainment capability is crucial. Fourth, multi-dimensional combat capability provides a war-winning edge. Failure to heed these conclusions may not risk outright defeat but does increase the possibility of failure in the Halt Phase and a reversion to attrition warfare exactly the situation the American strategy and operational forces are designed to avoid.

The study identifies the key criteria by examining air combat in three operations: the Battle of Bismarck Sea, the 1973 Golan Heights battles of the Yom Kippur War, and finally the Iraqi Republican Guard "escape" from Basra. The examination focuses on air operations looking for tactics, tactical innovations, and operational circumstances that inhibit or enhance air operations designed to halt the advance or retreat of significant ground formations. The study evaluates each case in three major phases: pre-hostility preparation, conduct of combat operations and finally the results and analysis of the operation. Pre-hostility operations specifically examine the doctrine, organization, equipment and technology, and the training of friendly forces. The conduct of operations phase explores the contextual elements, including a summary of the operation, and investigates intelligence, command and control and logistical factors. Finally, the results of each case are analyzed to discover factors that contribute positively, negatively, or not significantly to the outcome of the operation. Each case study's unique circumstances shaped the result; however, the criteria of organization and training appear dominant with command and control, doctrine and technology being recurrent in allowing air forces to halt an enemy surface force. The specific context of the battle, the intelligence preparation, and logistics of each conflict cannot be ignored, but were not determined as recurrent factors in all three case studies, although intelligence was significant in the Bismarck Sea. The study concludes with three major lessons. First, people make the Air Force successful; second, the halt strategy is appropriate for certain circumstances, but some sister service critiques of the strategy are valid; third, the Air Force should acknowledge the limitations of airpower, but it should also develop methods to minimize the limits in the application of airpower in order to make 'halt' the strategy even more effective in the future than it has been in the past."--Air University Library.
