Book excerpt: Prescriptive package designed to assist police managers to improve the success of their departments' criminal investigation efforts. While skilled detectives are often essential, there are a number of new methods police managers can adopt to improve investigative success. Management issues addressed include budgeting and allocating resources; improving relationships with the prosecutor; interacting with the public, especially victims and witnesses; improving relationships between investigators and patrol officers; decentralizing detective assignments, particularly in neighborhood team policing approaches; using civilian employees for investigative tasks; assigning personnel; supervising and training investigative personnel; improving investigative procedures; and conducting investigative activities not related to specific cases. The suggestions are based on an examination of the investigative practices of six selected police departments, a review of the relevant literature and recent experiments in other departments, and the observations and conclusions of a panel of experienced police officials. It is especially interesting to note that many of the ideas require little or no additional resources. This report is written primarily for police chiefs and heads of detective units, but should also be of interest to other police officials and to local government officials such as city managers.

Book excerpt: Criminal investigation has a high profile in the media, and has attracted widespread interest. Within the police it has been a rapidly developing field. Important scientific and technological developments have had a considerable impact on practice, and significant steps have been taken in the direction of professionalizing the whole process of investigation. Within police studies criminal investigation has now emerged as an important sub-discipline. Criminal Investigation provides an authoritative and highly readable introduction to the subject from somebody ideally placed to write about it, focusing on how police practitioners carry out investigations. It looks systematically at the purpose and role of criminal investigation; the legal, policy and organizational context in which criminal investigation takes place; the evidence and information that criminal investigators seek; the process and methods of criminal investigation; the knowledge, techniques and decision making abilities that practitioners require to carry out criminal investigations; how and why it is that some crimes are solved and some are not; the supervision of criminal investigation; and a review of some of the key contemporary issues that have a bearing on criminal investigation. Criminal Investigation will be essential reading for both policing practitioners (student police officers as well as officers taking higher levels of CPD within the police service) and students taking courses in criminal investigation, forensic sciences and investigation, police studies and police science, and other courses where a knowledge of criminal investigation is required.

Available in PDF, EPUB and Kindle. Book excerpt: Criminal Investigation on the Street presents investigative principles and techniques—and applies them to solving real-world crimes—in an engaging, student-friendly style centered on the Investigative Triangle: legal aspects, evidence, and behavioral analysis. Students and instructors alike will benefit from this book’s comprehensive coverage and accessible writing style. Along with the Investigative Triangle model, which provides a solid framework for approaching investigations, students will also learn about Criminal Investigative Analysis, a range of behavior-based services and strategies to help solve crimes. Chapters 1–7 (Section I) present the principles and techniques of criminal investigation—history and theory, legal background, forensics, crime scene, witnesses and informants, interviews and interrogations—including a chapter on crime analysis and Criminal Investigative Analysis. Chapters 8–13 (Section II) apply these principles and techniques to specific types of crime, beginning with assault and death investigations and a separate chapter on culpable homicide. Section II also covers sex crimes; theft, burglary, robbery, and arson; enterprise and white-collar crime, and terrorism. The book is illustrated throughout with a variety of Exhibits: photographs and drawings, flowcharts, facsimiles of police documents, and other instructive visuals. Each chapter begins with an engaging vignette, some based on high-profile news articles and others drawn from the author’s extensive experience. Interactive features—Case Focus, You Call It, and You Write It—occur at strategic points in every chapter, challenging students to answer questions and apply concepts to actual cases and fictional scenarios. Each chapter ends with a return to the Investigative Triangle, assessing how it applies to the chapter’s main topics. Chapters 1–7 (Section I) each include a list of Important Cases (court decisions relevant to the chapter’s key concepts). At the end of every chapter (Sections I and II), the Investigate Further feature provides an annotated list of readings, films, and other resources appropriate for class projects, term papers, and special assignments. Each chapter concludes with review questions and a chapter summary. This book is geared to students in the Criminal Investigation course at both two- and four-year institutions, and will appeal to those aspiring to a career in any field related to criminal investigation.

Available in PDF, EPUB and Kindle. Book excerpt: The US Department of Justice's National Institute of Justice (NIJ) asked the Institute of Medicine (IOM) of The National Academies to conduct a workshop that would examine the interface of the medicolegal death investigation system and the criminal justice system. NIJ was particularly interested in a workshop in which speakers would highlight not only the status and needs of the medicolegal death investigation system as currently administered by medical examiners and coroners but also its potential to meet emerging issues facing contemporary society in America. Additionally, the workshop was to highlight priority areas for a potential IOM study on this topic. To achieve those goals, IOM constituted the Committee for the Workshop on the Medicolegal Death Investigation System, which developed a workshop that focused on the role of the medical examiner and coroner death investigation system and its promise for improving both the criminal justice system and the public health and health care systems, and their ability to respond to terrorist threats and events. Six panels were formed to highlight different aspects of the medicolegal death investigation system, including ways to improve it and expand it beyond its traditional response and meet growing demands and challenges. This report summarizes the Workshop presentations and discussions that followed them.
