Book excerpt: Excerpt from Unemployment in Belgium: During the German Occupation and Its General Causes On October 3, 1916, a decree by the German Great Headquarters instituted, in the occupied part of Belgium a regime of forced labour, with deportation, for all unemployed persons living at another person's expense. As a matter of fact, it was a general measure made with a military purpose and applicable indiscriminately to the whole able-bodied population of the occupied territory. So far, the male population only have been affected by the measure. Deportations began about half-way through October, 1916, and are still being carried out at the time of writing. They are executed with great severity and in a manner which betrays a perfectly worked out administrative preparation. The German Administration encountered the passive resistance and the protests of the Belgian burgomasters and aldermen, but took no notice of them. It disregarded also the very strong representations made to it by leading men belonging to or living in the country, notably representatives of politics, science, business and industry, of the Court of Appeal and the other judicial bodies of Belgium, and, finally, those of the Belgian Episcopacy made through the mouth of Cardinal Mercier. The deported persons are not "out-of-works" in all cases; they include workmen snatched from their regular occupations, persons belonging to the lower middle class, men with independent businesses, members of the liberal professions, and people who were rich or in easy circumstances.
