Case studies from Bulgaria, Moldova, Azerbaijan, and Kazakhstan - countries that have had particular difficulties in land reform, farm restructuring, farm performance, or rural poverty - each highlight a central conundrum about land reform and farm restructuring. The paper concludes with some implications for policy.
