Book excerpt: There is widespread interest throughout the world in improving appliance energy efficiency. Methods to reach that end include energy labeling, energy efficiency standards and market conditioning (e.g, energy efficient procurement and DSM programs). Energy efficiency standards, which started out as an action to reduce demand for energy in individual countries, has now become a subject of regional and even worldwide dimension, particularly in the context of global climate change mitigation. Mandatory energy efficiency standards are in place for some appliances in China, Canada, Mexico, the Philippines and the United States. Standards for refrigerator/freezers will take effect in Australia and the European Union in 1999. Voluntary energy efficiency standards are in place for refrigerators in Brazil, India and Korea and for air conditioners in India, Japan and Korea. Table I showed potential global energy use reductions from codes and standards in buildings. If individual country data can be assembled, a more accurate approach to estimating potential reductions in energy use and carbon emissions would be to perform a bottom-up analysis for energy using equipment on an end-use basis in as many large developing countries as possible. The impact of standards would be assessed as more efficient appliances replaced existing stock models and new purchases that increased saturation rates were made at higher efficiencies than would otherwise be the case. This approach would show the slow but steady buildup of annual energy savings from efficiency standards or other programs to improve energy efficiency.

Available in PDF, EPUB and Kindle. Book excerpt: A typical consumer underestimates the benefits of future energy savings and underinvests in energy efficiency, relative to a description of the socially optimal level of energy efficiency. To alleviate this energy-efficiency gap problem, various programs have been implemented. In recent years, many governments have started providing consumers with subsidies on the purchases of eco-friendly products such as hybrid cars and energy efficient appliances. This book conducts a comprehensive analysis of the environmental subsidy programs conducted in Japan and examines their impacts on consumer product selection, consumer product use, and environmental outcome. The book also proposes recommendations for future environmental and industrial policies. The book's empirical findings will be of interest to those who are researching on and policymakers of environmental and industrial policies.

Available in PDF, EPUB and Kindle. Book excerpt: This evaluation assesses the performance of IFC s energy efficiency finance program in China aimed at stimulating energy efficiency investments through bank guarantees and technical assistance. The difference made by the program is traced along the chain of interventions: (i) at the level of banks, the program is narrowly based on one of the two partner banks, which, with the help of the program, expanded its energy efficiency lending as a new business line; (ii) at the level of energy management companies, the program s technical assistance improved the program participants access to finance; and (iii) at the end-user level, it promoted the use of energy efficiency investments that achieved reduction of greenhouse gas emissions. The utilization of IFC s program has been rapid compared with other similar programs. The energy efficiency investments supported by the program have reduced greenhouse gas emissions by 14 million CO2 tons per year, slightly in excess of the target set at the beginning of the program. However, there is only a weak differentiation in behavior surrounding energy efficiency investment between end users supported by the program and other similar companies that were not. It is important to note that the performance of the program was heavily influenced by the government s policy actions and the earlier efforts of other players: The Chinese government and other players such as the World Bank. The CHUEE program, relying mainly on commercial funding through IFC s guarantees, builds on these efforts

Book excerpt: This book discusses the prospects for China achieving radical reductions in carbon emissions, within the context of the current economic and political landscape. With a particular focus on technologies such as such as wind power, solar power and electric vehicles, Toke examines the way in which China is transitioning to a state of stable energy consumption via a service-based economy and heavy investment in non-fossil energy sources. The book concludes that China may be set to reduce its carbon emissions by around two-thirds by 2050.

Book excerpt: While energy efficiency projects could partly meet new energy demand more cheaply than new supplies, weak economic institutions in developing and transitional economies impede developing and financing energy efficiency retrofits. This book analyzes these difficulties, suggests a 3-part model for projectizing and financing energy efficiency retrofits, and presents thirteen case studies to illustrate the issues and principles involved.

Book excerpt: International Outlook 2016, an updated statistical reference with energy projections, is provided as a service to energy managers and analysts, both in government and in the private sector. The projections are used by international agencies, federal and state governments, trade associations, and other planners and decision makers. They are published pursuant to the Department of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The report begins with a review of world trends in energy demand and the major macroeconomic assumptions used in deriving the International Energy Outlook 2016 (IEO2016) projections, along with the major sources of uncertainty in the projections, which extend through 2040. In addition to the Reference case projections, High Economic Growth and Low Economic Growth cases were developed to consider the effects of higher and lower growth paths for economic activity than are assumed in the Reference case. IEO2016 also includes a High Oil Price case and, alternatively, a Low Oil Price case. The resulting projections--and the uncertainty associated with international energy projections in general--are discussed in Chapter 1, "World energy demand and economic outlook." Projections for energy consumption and production by fuel--petroleum and other liquid fuels, natural gas, and coal--are presented in Chapters 2, 3, and 4, along with reviews of the current status of each fuel on a worldwide basis. Chapter 5 discusses the projections for world electricity markets--including nuclear power, hydropower, and other marketed renewable energy resources--and presents projections of world installed generating capacity. Chapter 6 presents a discussion of energy used in the buildings sector (residential and commercial). Chapter 7 provides a discussion of industrial sector energy use. Chapter 8 includes a detailed look at the world's transportation energy use. Finally, Chapter 9 discusses the outlook for global energy-related carbon dioxide emissions. IEO 2016 focuses exclusively on marketed energy. Non-marketed energy sources, which continue to play an important role in some developiing countries, are not included in the estimates. Available in PDF, EPUB and Kindle. Book excerpt: Riven with scientific uncertainty, contending interests, and competing interpretations, the problem of climate change poses an existential challenge. For India, such a challenge is compounded by the immediate concerns of eradicating poverty and accelerating development. Moreover, India has played a relatively limited role thus far in causing the problem. Despite these complicating factors, India has to engage this challenge because a pathway to development innocent of climate change is no longer possible. The volume seeks to encourage public debate on climate change as part of India’s larger development discourse. This volume brings together leading researchers and practitioners—negotiators, activists, and policymakers—to lay out the emergent debate on climate change in India. Through these chapters, the contributors hope to deepen clarity both on why India should engage with climate change and how it can best do so, even while appreciating and representing the challenges inherent in doing so.
