Book excerpt: Why do political elites in authoritarian regimes, even within the same country, engage in different levels of predatory behavior, whereby some foster vibrant capitalism and others suffocate the innovative private sector? This book proposes a theory of localized property-rights protection under authoritarianism. By combining in-depth fieldwork with archival research and quantitative data analysis, Qi Zhang and Mingxing Liu discuss the post-1949 conflicts between dominant and marginalized factions in the Chinese province of Zhejiang. These conflicts resulted in systemic vulnerabilities among the marginalized local cadres, thus motivating them to form alliances with their grassroots constituents. They therefore provided their constituents with quasi-public goods, such as property-rights protection, to increase their odds of political survival. Zhang and Liu argue that this framework can apply both to the Mao era and to the current reform era, and it also can be extended beyond China to a wider context.

Book excerpt: People’s Wars in China, Malaya, and Vietnam explains why some insurgencies collapse after a military defeat while under other circumstances insurgents are able to maintain influence, rebuild strength, and ultimately defeat the government. The author argues that ultimate victory in civil wars rests on the size of the coalition of social groups established by each side during the conflict. When insurgents establish broad social coalitions (relative to the incumbent), their movement will persist even when military defeats lead to loss of control of territory because they enjoy the support of the civilian population and civilians will not defect to the incumbent. By contrast, when insurgents establish narrow coalitions, civilian compliance is solely a product of coercion. Where insurgents implement such governing strategies, battlefield defeats translate into political defeats and bring about a collapse of the insurgency because civilians defect to the incumbent. The empirical chapters of the book consist of six case studies of the most consequential insurgencies of the 20th century including that led by the Chinese Communist Party from 1927 to 1949, the Malayan Emergency (1948–1960), and the Vietnam War (1960–1975). People’s Wars breaks new ground in systematically analyzing and comparing these three canonical cases of insurgency. The case studies of China and Malaya make use of Chinese-language archival sources, many of which have never before been used and provide an unprecedented level of detail into the workings of successful and unsuccessful insurgencies. The book adopts an interdisciplinary approach and will be of interest to both political scientists and historians.

Book excerpt: Since the victory of the 1949 revolution the incumbency of the Chinese Communist Party has been characterized by an almost relentless struggle to legitimize its monopoly on political power. During the Mao era, attempts to derive legitimacy focused primarily on mass participation in political affairs, a blend of Marxist and nationalist ideology, and the charismatic authority of Mao Zedong. The dramatic failure of the Cultural Revolution forced the post-Mao leadership to discard these discredited paradigms of legitimacy and move towards an almost exclusively performance based concept founded on market economic reform. The reforms during the 1980s generated a number of unwelcome but inevitable side effects such as official corruption, high unemployment and significant socio-economic inequality. These factors culminated ultimately in the 1989 demonstrations in Tiananmen Square and throughout China. Since Tiananmen the party has sought to diversify the basis of its legitimacy by adhering more closely to constitutional procedures in decision making and, to a certain extent, by reinventing itself as a conservative nationalist party. This probing study of post-communist revolution Chinese politics sets out to discover if there is a plausible alternative to the electoral mode or if legitimacy is the exclusive domain of the multi-party system.

When the Communists assumed power in 1949, they projected themselves as not only military victors but also as peace restorers and cultural protectors. Believing that they needed to manage culture in every arena, they created an interlocking system of agencies and regulations that was supervised at the center. Documents show, however, that there was internal conflict. Censors, introduced early at the Beijing Daily, operated under the “twofold leadership” of municipal-level editors but with final authorization from the Communist Party Propaganda Department. Politics of Control looks behind the office doors, where the ideological split between Party chairman Mao Zedong and head of state Liu Shaoqi made pragmatic editors bite their pencil erasers and hope for the best. Book publishing followed a similar multi-tier system, preventing undesirable texts from getting into the hands of the public. In addition to designing a plan to nurture a new generation of Chinese revolutionaries, the party-state developed community centers that served as cultural propaganda stations. New urban parks were used to stage political rallies for major campaigns and public trials where threatening sects could be attacked. A fascinating part of the story is the way in which architecture and museums were used to promote ethnic unity under the Chinese party-state umbrella. Besides revealing how interlocking systems resulted in a pervasive method of control, Politics of Control also examines how this system was influenced by the Soviet Union and how, nevertheless, Chinese nationalism always took precedence. The study shows that Su Yu, the acting commander of the East China Field Army, was an excellent practitioner of operational art and a general who was willing to speak out against military operations that would not contribute to achieving political, social, or economic goals. The study contains background material on the Communist mili-tary forces that fought the campaign and the commanders who led them in the field. Using messages sent between various Communist headquarters, the study describes and analyzes the operational decisions that were made. Much of this material has not appeared before in English. This enables readers to gain a fresh appreciation for the professional competence of military men who were among the founding generation of the People's Liberation Army and later played significant roles in building the military strength of the People's Republic of China.
