Book excerpt: The ties and equations between and among China, India and Pakistan represent one of the key drivers of Asian security. Constituting a strategic triangle, these three countries are locked in complex relationships that strategically pit China and Pakistan against India. The Sino-Pakistan strategic nexus is half-a-century old and growing stronger, as evidenced by several developments, including nuclear, missile and conventional-military cooperation, major new Chinese strategic projects in Pakistan, and the reported presence of soldiers of the People's Liberation Army in the Pakistani-held part of disputed Kashmir, whose control is divided among the three countries. The bilateral equations, as well as the relationship of each of these three players with the United States, have an important bearing on the regional security dynamics. Even as India's relationship with the U.S. has grown closer, its ties with China have come under strain, largely due to Beijing's territorial assertiveness contributing to new military and political tensions. History continues to cast a shadow on the China-India and India-Pakistan political relationships. But with the Sino-Indian commercial ties continuing to thrive and rapidly expand, political differences and disputes are not a barrier in the economic sphere, except when artificial trade barriers have been erected, as Pakistan has done vis-à-vis India. While Tibet is at the center of the Sino-Indian divide, the 2 borders of China, India and Pakistan actually converge in the old princely state of Jammu and Kashmir. Coming to terms with history so that history is not a barrier to charting a better future remains a basic challenge in the region. In relation to Pakistan, however, the real issue is not its relationship with India but its own future trajectory: Whether it will continue to sink in extremism, terrorism and militarism, or emerge as a stable, moderate Islamic state.

They see the U.S. relationships with the two Asian giants as now intertwined, after having followed separate paths during the Cold War. In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. Fateful Triangle argues that history shows such a partnership is neither inevitable nor impossible. A desire to offset China brought the two countries closer together in the past, and could do so again. A look to history, however, also shows that shared perceptions of an external threat from China are necessary, but insufficient, to bring India and the United States into a close and sustained alignment: that requires agreement on the nature and urgency of the threat, as well as how to approach the threat strategically, economically, and ideologically. Given Sri Lanka’s geopolitically significant location in the IOR this strategic triangle is bound to have an impact on its national interests and security. The central questions raised by this volume are the following: What are the prospects of competition and cooperation within the strategic triangle? What structure or pattern will the triangular relations assume? How can stability be maintained in the triangular relationship in the interest of peace in the IOR? and What would be the impact of this strategic triangle on a small country such as Sri Lanka situated in a geopolitically significant location in the IOR? The dynamics of the US-China-India strategic triangle in the IOR will be complicated, containing elements of both competition and cooperation. The research contained in the substantive chapters of this volume present a multiplicity of views on the possible patterns that the strategic triangle can assume. Based on Harry Harding’s typology of the strategic triangle in international affairs, these include: one mediating the conflict between the other two; two-against-one; and all-working-together. The multiplicity of patterns that the strategic triangle could assume indicate that there is likely to be considerable fluctuation in its structure. What is important in maintaining stability is that the competition is not allowed to become unmanageable, and the fostering of cooperation based on common interests. The US-China-India strategic triangle poses Sri Lanka as a country situated in a geopolitically significant location in the IOR with both challenges and opportunities. The most fundamental challenge is posed by the tendency of each of these three major powers to subordinate Sri Lanka to their grand strategic objectives and interaction with each other. The fundamental opportunity presented to Sri Lanka by the strategic triangle is that of using its geopolitical importance to each of these three major powers by virtue of its location in the IOR to its own advantage in a way that best serves its national interests.

Book excerpt: The war clouds in South Asia have receded following high-level U.S. diplomatic efforts and some armtwisting of Pakistani and Indian leaders. However, concerns over the outbreak of a conflict between India and Pakistan have not completely disappeared. War is still possible given General Musharraf's inability, if not unwillingness, to deliver on his promise to stop permanently terrorist incursions into Indian-held Kashmir and India's position that it retains the right to take military action if this promise remains unfulfilled. The India- Pakistan crisis has also highlighted once again the long shadow that Asia's rising superpower, China, casts on the Indian subcontinent, especially at a time of heightened tensions. In fact, Beijing has long been the most important player in the India-Pakistan-China triangular relationship. Since the Sino-Indian border war of 1962, China has aligned itself with Pakistan and made heavy strategic and economic investments in that country to keep the common enemy, India, under strategic pressure. Interestingly, China's attempts to improve ties with India since the early 1990s have been accompanied by parallel efforts to bolster Pakistani military's nuclear and conventional capabilities vis-a-vis India. It was the provision of Chinese nuclear and missile capability to Pakistan during the late 1980s and 1990s that emboldened Islamabad to wage a "proxy war" in Kashmir without fear of Indian retaliation. While a certain degree of tension in Kashmir and Pakistan's ability to pin down Indian armed forces on its western frontiers is seen as enhancing China's sense of security, neither an all-out India-Pakistan war nor Pakistan's collapse would serve Beijing's grand strategic objectives.
