The scope of the teacher retention challenge across districts, however, remains poorly defined. Applying consistent data practices and analytical techniques to administrative datasets from 16 urban districts, we document substantial cross-district variation in teacher retention rates. Observable characteristics do not easily explain this cross-district variation. We also find considerable cross-district variation in key results from the retention literature, including the relationship between retention and both experience and estimated effectiveness. Finally, we explore the influence of temporary leaves of absence and cross-district, within-state movement on retention estimates. Accounting for cross-district movement matters little, while temporary leaves matter a great deal in many districts.

Book excerpt: Abstract: Many urban schools struggle to retain their best teachers because of challenging work environments, poor salaries, and ineffective school leadership. The additional requirements of the No Child Left Behind legislation for teachers to be highly qualified and the increased academic requirements of raising students to a proficient level in reading and mathematics mean that these schools face additional challenges to retaining teachers. Little research has been done on teacher retention in relation to NCLB in urban schools, but the few studies available have suggested that NCLB has had a negative impact on teacher morale and retention in urban schools. The research project was a paired case study that examined teacher retention in four urban schools, contrasting two schools that showed improvement under NCLB in terms of student achievement with two schools that did not show improvement. This study used human resource data, teacher and principal interviews, and school improvement plans to answer the following three research questions: 1) Does the teacher retention rate remain constant as schools improve? 2) Is there a pattern of teacher retention in improving schools? 3) What do improving schools do to attract, train, and retain teachers? The results showed that all schools had increased levels of teacher retention from the beginning of the study until the end. Improving schools had slightly higher rates of teacher retention, especially among teachers who were determined to be desirable. There was some evidence that as student achievement rates rose in improving schools, so did the rate of teacher retention. Lastly, the findings suggest that schools that were improving were also schools that embodied many of the factors that teachers are looking for in a school, including strong school leadership, positive working conditions, and other supports for teachers new and experienced, such as professional development and mentoring. This study has several limitations, such as a small sample size and a limited pool of human resource data. The findings have important implications for urban school districts that are trying to retain quality teachers.

Book excerpt: Teacher attrition is endemic in education, creating teacher quantity and quality gaps across schools that are often stratified by region and racialized nuance (Cowan et al., 2016; Scafidi et al., 2017). This reality is starkly reflected in South Carolina. Not too long ago, on May 1, 2019, a sea of approximately 10,000 people, dressed in red, convened at the state capital in downtown Columbia, SC (Bowers, 2019b). This statewide teacher walkout was assembled to call for the improvement of teachers' working conditions and the learning conditions of their students. The gathering was the largest display of teacher activism in the history of South Carolina and reflected a trend in a larger wave of teacher walkouts that have rippled across the nation over the last five years. The crowd comprised teachers from across South Carolina, who walked out of their classrooms for the gathering, as well as numerous students, parents, university faculty, and other community members that rallied with teachers in solidarity. Undergirding this walkout and others that took hold across the country is a perennial and pervasive pattern of unfavorable teacher working conditions that have contributed to what some are calling a teacher shortage “crisis” (Chuck, 2019). We have focused our work specifically on the illustrative case of South Carolina, given the extreme teacher staffing challenges the state is facing. Across numerous metrics, the South Carolina teacher shortage has reached critical levels, influenced by teacher recruitment and retention challenges. For instance, the number of teacher education program completers has declined annually, dropping from 2,060 in 2014-15 to 1,642 in the 2018-19 school year. Meanwhile, the number of teachers leaving the teaching field has increased from 4,108.1 to 5,341.3 across that same period (CERRA, 2019). These trends are likely to continue as COVID-19 has put additional pressure on the already fragile teacher labor market. Some of the hardest-to-staff districts are often located in communities with the highest diversity and poverty. To prosper and progress, reformers and public stakeholders must have a vested interest in maintaining full classrooms and strengthening the teaching workforce. An important element of progress towards tackling these longstanding challenges is to gain a comprehensive understanding of the problem. While teacher shortages are occurring nationwide (Garcia & Weiss, 2019), how they manifest regionally is directly influenced by its localized historical context and the evolution of the teaching profession's reputation within a state. Thus, the impetus of this book is to use South Carolina as an illustrative example to discuss the context and evolution that has shaped the status of the teaching profession that has led to a boiling point of mass teacher shortages and the rise of historic teacher walkouts.

There is a large amount of research around why teachers LEAVE urban schools; there is a relative gap in the literature as to why teachers REMAIN in urban schools. Research shows that exiting teachers cite situational factors (such as student demographics, working conditions, preparation programs, and salary) as reasons for leaving during their first three years of teaching. However, there are some urban teachers who choose to remain in urban settings despite these challenges. To better understand and determine what sets these individuals apart, we must look closer at internal factors (such as predispositions, perseverance, motivation, and resiliency) and how they influence a teacher's decision to remain. To help identify and understand how personal factors influence urban teacher retention, the following research question is posed: Which personal characteristics rise above as "X Factor(s)" and influence a teacher's decision to remain in an urban setting? In this qualitative research, a narrative life story approach was used. Semi-structured interviews with "effective" teachers who have been in urban settings for more than five years were conducted. Responses were coded and analyzed around factors influencing a teacher's decision to remain in an urban setting. Findings and data analysis from interviews found that teachers who remain in urban districts demonstrate motivation from contact with returning students and a commitment to equity. Teachers interviewed also demonstrated perseverance through their positive affiliation towards challenging tasks, the ability to analyze situations, and comfort with frequently changing tasks. If school officials become better at identifying these factors, schools may be able to improve their efforts toward attracting, recruiting, and retaining the best teachers for students in our urban schools.

The analysis uses the 2000-2001 Teacher Follow-up Survey (TFS) prepared by the National Center for Education Statistics to examine a random sample of both current and past teachers on a wide range of school- and teacher- level variables related to their employment decisions. The paper uses a logistic regression analysis to examine what factors are associated with teacher decisions to remain in public rural schools or to leave for other schools, job opportunities or retirement. It finds that increasing teacher retention in rural areas is positively related to strong administrator support, student behavior, and teacher perceptions of school safety.
