It is against this background that the Africa Leadership Forum convened in Ota, Ogun State, Nigeria in July of 1989 to explore a broad range of parameters to be addressed in the formulation of successful policies. This paper reports findings from surveys of formal and informal institutions and their clients in Ghana, Malawi, Nigeria, and Tanzania to test hypotheses explaining different aspects of fragmentation, which occurs when different market segments are poorly linked and interest rate differentials cannot be fully explained by differences in costs and risks. The study concludes that financial development strategies, and World Bank operations supporting them, should explicitly include informal and semi-formal financial institutions to improve the extent and efficiency of financial intermediation in the medium term.

It takes the essential questions of sustainability as a starting point to focus on present food security and its future prospects in the face of climate change. Why is this book important? First, I believe our goals to end hunger are under threat. We know what to do in many respects, but fail to generate the finances and political will to change the structures that thrive on poverty. Second, I believe concern about the environment has become dangerously separated from the fundamental issues of human deprivation. Third, I believe climate change is a serious threat and I am dismayed at the way nations dither over how to control greenhouse gas emissions and mechanisms to meet the challenge of adverse climate impacts.
