Available in PDF, EPUB and Kindle. Book excerpt: Adult and Lifelong Education explores why politicians, researchers, and practitioners involved in educating post-school young people and adults have quietly abandoned the term ‘education’ in favour of ‘learning’. Bringing together contributions from experienced as well as younger scholars, and from Europe, North America, and Australasia, it draws on global, national, and local perspectives to reveal key features of adult education’s policy environment. At the book’s heart are three main concerns. First, what is the spatial reach of these developments, and what processes of fluidity and fixity emerge? Second, does increased state and international recognition of civil society’s role in adult education and learning help to voice grass-roots learning needs for individuals and communities? Or does it create new patterns of dependency and ‘domestication’? Finally, given the growing culture of monitoring, and the investment – of money, time and attention – which international organizations, national governments, and research institutes around the world are making in gathering information on people’s skills and knowledge, and how they use them, what is happening when literacy, numeracy, and problem-solving abilities are tested? How is this knowledge used – and abused – in various policy environments, and who benefits? The book is an outcome of the work of the European Society for the Research on the Education of Adults (ESREA) Research Network on Policy Studies in Adult Education’s inaugural conference, held at the University of Nottingham in 2012. This book was originally published as a special issue of Globalisation, Societies and Education.

Available in PDF, EPUB and Kindle. Book excerpt: This study uses a simple model of information gathering to generate policy recommendations concerning education in Ontario, especially at the post-secondary level. The schools are viewed as helping students discover jobs matched to their abilities, and policy prescriptions are offered from that standpoint. After examining earlier economic models of education – seeing it in terms of human capital and signalling – the authors analyse their informational model. In the light of the three theories of education, they then proceed to examine the appropriate role of government in the education market, and offer their policy recommendations. In addition, trends in the structure of education over the last two decades are studied and explained from the economic point of view. They argue that too much has been spent on formal education and not enough on on-the-job-training, but the answer is not more government intervention or vocationalism. Education policy should encourage free choice and an increasing ability to match interests or skills with jobs. Vocationalism merely hinders the latter and endangers economic well-being in the long term.

Available in PDF, EPUB and Kindle. Book excerpt: Community colleges evolved in Canada during the "golden years" of educational innovation between 1960 and 1975. A diversity of factors - historical, socio-economic, political and educational - contributed to the development of college systems with distinctive goals and structures. This book is the first up-to-date and comprehensive study of a potent national educational and social phenomenon, largely unknown and largely unappreciated. The authors describe provincial and territorial college systems as they have evolved to 1985, discussing problems particular to each system and evaluating the extent to which often idealistic early goals have been realized. They identify key issues which are critical to the future of these systems and which, if ignored, will undermine community college education across Canada. These include accessibility, identity, relations with governments, management and leadership, and evaluation and accountability. In each case the authors draw upon their own expertise and experience to describe directions for resolution of these issues. The book contains a comprehensive and topical bibliography of both published and unpublished material related to many aspects of Canadian community college development. It also includes a French language bibliography. Unique in many aspects, this book is designed to interest both graduate and undergraduate students in adult and higher education and administration as well as those directly involved in community colleges, government education ministries and a broad lay public.

Available in PDF, EPUB and Kindle. Book excerpt: During the Cold War, more than 36,000 individuals entering Canada claimed Czechoslovakia as their country of citizenship. A defining characteristic of this migration of predominantly political refugees was the prevalence of anti-communist and democratic values. Diplomats, industrialists, politicians, professionals, workers, and students fled to the West in search of freedom, security, and economic opportunity. Jan Raska’s Czech Refugees in Cold War Canada explores how these newcomers joined or formed ethnocultural organizations to help in their attempts to affect developments in Czechoslovakia and Canadian foreign policy towards their homeland. Canadian authorities further legitimized the Czech refugees’ anti-communist agenda and increased their influence in Czechoslovak institutions. In turn, these organizations supported Canada’s Cold War agenda of securing the state from communist infiltration. Ultimately, an adherence to anti-communism, the promotion of Canadian citizenship, and the cultivation of a Czechoslovak ethnocultural heritage accelerated Czech refugees’ socioeconomic and political integration in Cold War Canada. By analyzing oral histories, government files, ethnic newspapers, and community archival records, Raska reveals how Czech refugees secured admission as desirable immigrants and navigated existing social, cultural, and political norms in Cold War Canada.
