He is currently serving his sentence in a federal prison. During the 1990s, the United States experienced a surge in drug-related crimes, which led to the implementation of strict drug sentencing laws. One of the most significant laws passed during this period was the 1994 Crime Bill, which included the "three strikes and you're out" provision. This law mandated a life sentence for anyone convicted of a third felony offense, including drug-related crimes, regardless of the severity of the crime or its overall impact on American culture.
