This is the main finding of this report into the Blue Badge Scheme, which offers parking concessions for disabled people. It comes as the Government carries out a strategic review of the scheme. The Committee found wide differences in the way the eligibility criteria are assessed by different local authorities. It wants to see more done to promote consistent good practice across the country. The Committee's conclusions include: (1) the Committee wants to see the minimum issue period for a badge reduced from three years to one, to include those with short-term or temporary disabilities. It would also like to see "smart card" technology developed so there could be even more flexibility over the issuing of badges. (2) In cases where a blue badge holder's condition is unlikely to improve they should not usually have to undergo regular three-yearly assessments, but have their badge renewed automatically. (3) the Government should consider including central London, which currently has its own regime, in the national system. (4) eligibility for a blue badge should be based on mobility in a wider sense than simply on an applicant's ability to walk. But the Government should also look to more appropriate ways of helping people with other disabilities, such as bowel disease. (5) for those who knowingly abuse the scheme the Committee want to see tougher penalties. In particular, those who use stolen badges should have their vehicles impounded. A national database should also be established to help combat fraud. (6) the Security Industry Authority should take steps to prevent vehicles displaying a valid badge from being clamped when they are parked on private land. (7) the Committee also found that Asda was the only example given of a major national company which consistently fined people who abused its disabled bays.

Available in PDF, EPUB and Kindle. Book excerpt: Kurt Hahn had a huge influence on the fields of outdoor and experiential learning, adventure education and, not least, badge schemes (Gordonstoun, Moray, and County Badges; and Duke of Edinburgh Award) throughout the world. This book provides a detailed historical account, centred on Hahn and the movement which surrounded him, of the early development of adventure education up to 1944. This includes an examination of themes present throughout Hahn’s educational endeavours. It looks at Hahn’s founding of Salem School (Germany) in 1920 and then Gordonstoun School (Scotland) in 1934. At both of these fee-paying schools activities such as sailing and hill-walking, often through expeditions lasting more than one day, played a prominent role in the education of the students. At Gordonstoun Hahn expanded his educational ventures, through the use of badge schemes, to include young people from the surrounding district who were not students at his school. Hahn expanded his badge schemes, firstly across the county in which Gordonstoun was situated, Morayshire, and then across Britain. The Outward Bound Sea School was founded by Hahn and Lawrence Holt, a ship-owner, at Aberdovey (Wales) in October 1941. It was a training centre where students could go for four week courses and it followed the badge scheme syllabus. During this period Hahn’s educational vision was one of those that influenced the Norwood Report and consequently the 1944 Education Act in terms of outdoor activities. This act provided the framework within which Outdoor Centres were set up by Local Education Authorities in the UK. This book looks at the various contexts, which came together through Hahn, and which help the reader understand his actions: German educational practice; Hahn’s and Prince Max’s (owner of Salem School) experiences of the First World War and its aftermath and the need to educate people to speak out and act upon their convictions; Hahn’s and Prince Max’s inclusive agenda; British educational practice; the Second World War; and Hahn’s expansionist aims. Kurt Hahn was one of the field’s greatest advocates and this book provides a detailed historical examination of his work and brings light to the complex tapestry of events which led to the rise and development of adventure education.

Book excerpt: A history and celebration of women's cycling—beginning with its origins as a political statement, beloved pastime, and early feminist act—that shares the stories of notable cyclists and groups around the world More than a century after they first entered the mainstream, bicycles and the culture around them are as accessible as ever—but for women, that progress has always been a struggle to achieve, and even now the culture remains overwhelmingly male. In Revolutions, author Hannah Ross highlights the stories of extraordinary women cyclists and all-female cycling groups over time and around the world, and demonstrates both the feminist power of cycling and its present-day issues. A cyclist herself, Ross puts a spotlight on the many incredible women and girls on bicycles from then to now—many of whom had to endure great opposition to do so, beginning in the 1880s, when the first women began setting distance records, racing competitively, and using bicycles to spread the word about women’s suffrage. Revolutions also celebrates women setting records and demanding equality in competitive cycling, as well as cyclists in countries including Afghanistan, India, and Saudi Arabia who are inspiring women to take up space on the road, trails, and elsewhere. Both a history of women's cycling and an impassioned manifesto, Revolutions challenges a male-dominated narrative that has long prevailed in cycling and celebrates the excellence of women in the culture.

Book excerpt: Failure to comply with parking restrictions disrupts traffic, increases road congestion, heightens risks of accidents and delays public transport schedules. The Committee's report considers a number of measures required to improve parking enforcement policy in Britain, including the key recommendation that we need to move to a single country-wide system of decriminalised parking enforcement (in place of the current dual system of localised enforcement where parking policy is administered by local authorities in some areas and by the police in others). Although transferring responsibility for parking enforcement to local government has succeeded in raising levels of enforcement and compliance, poor administrative practices causes driver frustration and wastes resources, and threatens to bring the decriminalised parking regime into disrepute. Other recommendations include: the establishment of clear performance standards in applying parking restrictions; improved recruitment, remuneration and training to ensure the development of a professional parking service; greater transparency in the procedure for challenging penalty charge notices and an increased awareness of the role of the parking adjudication service; and the need for local authorities to develop parking strategies which meet local objectives, focusing on congestion targets, road safety and accessibility issues.

Available in PDF, EPUB and Kindle. Book excerpt: This book makes the case for an inclusive form of socialist feminism that puts women with multiple disadvantages at its heart. It moves feminism beyond contemporary disputes, including those between some feminists and some trans women. Combining academic rigour with accessibility, the book demystifies some key feminist terms, including patriarchy and intersectionality, and shows their relevance to feminist politics today. It argues that the analysis of gender cannot be isolated from that of class or race, and that the needs of most women will not be met in an economy based on the pursuit of profit. Throughout, the book asserts the social, economic and human importance of the unpaid caring and domestic work that has been traditionally done by women. It concludes that there are some grounds for optimism about a future that could be both more feminist and more socialist.
