Book excerpt: Ivor the Engine, Noggin the Nog, Pingwings, Pogles Wood, Clangers, and Bagpuss - the iconic animations produced by the Canterbury-based Smallfilms studio between 1958 and 1984 - constitute a significant thread of British cultural history. The lasting appeal of the imagined worlds created by Smallfilms is evident in the highly-successful BBC reboot of Clangers (2015-present), which has introduced a whole new audience to the pink moon mice. As well as the shows likely to be famiilar to readers, this history expands the Smallfilms story to include those less well-known animated shows that nonetheless played an important part in the studio's history. Through extensive studio access, interviews with many key Smallfilms collaborators, press and audience analysis, Chris Pallant provides a comprehensive and definitive historical record of the studio's work. Beyond Bagpuss is illustrated with 100 images from the Smallfilms archive, including those that have not previously been published.

Book excerpt: Literary culture has become a form of popular culture over the last fifteen years thanks to the success of televised book clubs, film adaptations, big-box book stores, online bookselling, and face-to-face and online book groups. This volume offers the first critical analysis of mass reading events and the contemporary meanings of reading in the UK, USA, and Canada based on original interviews and surveys with readers and event organizers. The resurgence of book groups has inspired new cultural formations of what the authors call "shared reading." They interrogate the enduring attraction of an old technology for readers, community organizers, and government agencies, exploring the social practices inspired by the sharing of books in public spaces and revealing the complex ideological investments made by readers, cultural workers, institutions, and the mass media in the meanings of reading.

With a referendum on Quebec sovereignty looming on the horizon, this is a question Canadians are being forced to ask. In Beyond Quebec scholars from a wide variety of disciplines examine the current political, cultural, economic, and social situation of Canada outside Quebec and speculate on the nature of a Canada that does not include Quebec on the present terms.

This book was released on 2016 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: The BBC is an extraordinary national and global institution. Often one of the very few things people outside this country know about Britain is that it is the home of the BBC. The BBC's value lies not only in the organisation itself, but in its accumulated reputation, experience and goodwill, in its public service remit, and in its place at the centre of a vibrant broadcasting industry. It sets a standard in broadcasting quality, impartiality and independence that serves as a benchmark for others. For these reasons the BBC has a vast amount to contribute as an international standard of excellence in public service broadcasting. At a time when many media organisations are reducing their international coverage, relying on a few feeds and becoming more prone to crowd behaviour, there is a huge opportunity for the BBC to consolidate this global position. But the BBC also has a role as a beacon of enlightened values of openness, freedom of thought, toleration and diversity. As the world increasingly divides on ideological and sectarian grounds, it is vital more than ever today to preserve an educated public realm in which civilised debate and the mutually respectful exchange of ideas may flourish. What would it take to create another? It is very hard to imagine how it could be done. Yet this does not mean the BBC is beyond improvement, or secure from technological, financial or commercial challenge. First, its core activities are under serious commercial threat: from traditional competitors, from new online insurgents, from lower cost providers of access to high quality programming, among others. New technologies and ways of accessing programmes are pushing the BBC to consider long term alternatives to the licence fee. Secondly, the BBC is not well served by its often unwieldy bureaucracy, its internal politics, and a culture which has been criticised as arrogant and introspective. And finally, the BBC's Director General has argued that the licence fee is viable for the coming Charter period. But as commercial and technological pressures converge, as the BBC's market share continues to fall and a new generation consumes its media in innumerable new ways, there is the question whether or not the licence fee funding model can be sustained.

Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. Beyond Observation is structured by the argument that the ‘ethnographicness’ of a film should not be determined by the fact that it is about an exotic culture – the popular view – nor because it has apparently not been authored – a long-standing academic view – but rather because it adheres to the norms of ethnographic practice more generally. On these grounds, the book covers a large number of films made in a broad range of styles across a 120-year period, from the Arctic to Africa, from the cities of China to rural Vermont. Paul Henley discusses films made within reportage, exotic melodrama and travelogue genres in the period before the Second World War, as well as more conventionally ethnographic films made for academic or state-funded educational purposes. The book explores the work of film-makers such as John Marshall, Asen Balikci, Ian Dunlop and Timothy Asch in the post-war period, considering ideas about authorship developed by Jean Rouch, Robert Gardner and Colin Young. It also discusses films authored by indigenous subjects themselves using the new video technology of the 1970s and the ethnographic films that flourished on British television until the 1990s. In the final part of the book, Henley examines the recent work of David and Judith MacDougall and the Harvard Sensory Ethnography Lab, before concluding with an assessmentof a range of films authored in a participatory manner as possible future models.

Book excerpt: Daytime soap operas. Evening news. Late-night talk shows. Television has long been defined by its daily schedule, and the viewing habits that develop around it. Technologies like DVRs, iPods, and online video have freed audiences from rigid time constraints—we no longer have to wait for a program to be "on" to watch it—but scheduling still plays a major role in the production of television. Prime-time series programming between 8:00 and 11:00 p.m. has dominated most critical discussion about television since its beginnings, but Beyond Prime Time brings together leading television scholars to explore how shifts in television’s industrial practices and new media convergence have affected the other 80% of the viewing day. The contributors explore a broad range of non-prime-time forms including talk shows, soap operas, news, syndication, and children’s programs, non-series forms such as sports and made-for-television movies, as well as entities such as local affiliate stations and public television. Importantly, all of these forms rely on norms of production, financing, and viewer habits that distinguish them from the practices common among prime-time series and often from each other. Each of the chapters examines how the production practices and textual strategies of a particular programming form have shifted in response to sweeping industry changes, together telling the story of a medium in transition at the beginning of the twenty-first century. Book excerpt: The book will explore the impact of the Lawrence Report since it was published in 1999. Upon publication, Home Secretary Jack Straw promised that the Macpherson Inquiry would lead to real change in the policing of minority ethnic communities in Britain. Several senior police officers made similar pledges and insisted that the benchmark against which their commitment should be judged should be the extent to which progress was made 'on the ground'. In the aftermath of the report a host of initiatives have addressed issues ranging from police liaison with victims, first aid training, to stop and search procedures and police complaints. As well as exploring the many ways in which the Lawrence Report has impacted on the police service and on society more widely this collection assesses the extent to which, in retrospect, the Macpherson Inquiry has led to significant changes to policing, and highlights areas where future efforts ought to be concentrated.

Book excerpt: This volume engages diverse topics such as art, music, and radio broadcasting in the development of modern Jewish nationalism by leading scholars in their respective fields. It contains richly detailed studies that challenge existing historiography--from personal struggles with nationalism, to the lesser-known origins of the Balfour Declaration, from boisterous demonstrations on the streets of pre-World War I Galicia, to skirmishes between Jews in present-day Jerusalem. It examines how nationalism has worked in theory and practice for Jews and at times been fiercely resisted. Beginning with the memory of Theodor Herzl and his cohort at the London Zionist Congress of 1900, this book revisits the wider scene of Zionism's emergence, as we explore the imagination of, and the attempted national mobilization of Jewry throughout the twentieth century. Contributors include: Delphine Bechtel; Nachman Ben-Yehuda; Michael Berkowitz; Inka Bertz; Philip Bohlman; John M. Efron; Richard A. Freund; Francois Guesnet; Michael Löwy; Barbara Mann; Derek Penslar; James Renton; Aviel Roshwald; Joshua Shanes.

Book excerpt: Beyond Slacktivism examines how routine social media use shapes political participation. Many commentators have argued that activism has been compromised by “slacktivism,” a pejorative term that refers to supposedly inauthentic, low-threshold forms of engagement online. Dennis argues that this critique has an overly narrow focus. He offers a novel theoretical framework—the continuum of participation—to help illuminate how and why citizens use social networking sites to consume news, discuss civic matters, and engage in politics. This idea is explored in two interrelated settings. Firstly, in an activist context, through an ethnography of the campaigning organisation 38 Degrees. Secondly, within day-to-day life, by combining evidence of behaviour online with reflective diaries. Drawing on this rich data on individual-level attitudes and behaviours, Dennis challenges slacktivism as a judgement on contemporary political action. Beyond Slacktivism provides an account of how the seemingly mundane everyday use of social media can be beneficial to democracy.

Book excerpt: The Committee's report examines the Government's proposals for the future of the BBC, as set out in the Government's Green Paper ("A strong BBC, independent of government") published by the DCMS in March 2005 for consultation. The Committee's conclusions include i) that the BBC's mandate and structure should be defined in statute rather than by Royal Charter; ii) the licence fee is the best way to fund the BBC over the next decade, although the system for agreeing the cost of the fee should be more transparent, with the BBC bid subject to independent investigation by the NAO; iii) the Government, rather than the licence fee payer, should fund the costs of the analogue switch-off; and iv) the Government's proposals for reforming the governance and regulation of the BBC are confusing, misguided and unworkable. A further report is due to be published by the Committee in Spring 2005 which will focus on the role of the BBC in the nations and the regions, the BBC World Service and the broadcasting of sport and religion.

This book was released on 2011-05-19 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Culture Media and Sport Committee says that the main outcomes of the BBC Trust's strategic review do not move the BBC on to the extent required by current circumstances, and that the incoming Chairman will have much to get grips with. The new licence fee agreement was reached "unexpectedly" in October 2010 between the Department for Culture Media and Sport and the BBC, but without any time for wider consultation with viewers or Parliament. The Committee believes the agreement reached is a reasonable one, but the process undermined confidence in both the Government's and the BBC's commitment to transparency and accountability. On the partnership between BBC and S4C, it is unclear how S4C can retain its independence under the new arrangements. It is extraordinary that the Government and the BBC should agree such wide-ranging changes without consultation or giving S4C any notice or say at all. The Committee is particularly concerned that National Audit Office still does not have the promised access to conduct independent assessments of the BBC's value for money. The Committee is also disappointed that banded information on talent salaries is still not in the public domain. The BBC opened itself to predictable ridicule with the decision to hire a "migration manager" who had to commute from the United States to manage the transition to the new Salford site. The report concludes that big questions remain over how radically the BBC needs to reconfigure both content and delivery in the years ahead.
