Italian diplomacy had long anticipated this attack, but Italy's military was ill-prepared for it. The Ottoman Empire, distracted by internal dissension and by the expansionist designs of its Balkan neighbours, was woefully unready. This study examines how the belligerents dealt with the military and diplomatic stalemates into which the Libyan War degenerated, stalemates which were ended only by the outbreak of the First Balkan War in 1912, when the Ottomans were obliged to make peace with Italy to face more dangerous enemies nearer home. The Italo-Turkish War was the first armed clash between the lesser Great Powers immediately before 1914, leading inexorably to the deterioration of the Balkan situation and to Sarajevo. This is the first study based on the archives of the Ottoman Foreign Ministry for the period, as well as on better-known Italian sources.

The Voting Rights Act of 1965 included a permanent requirement for language assistance for Puerto Rican voters educated in Spanish and ten years later Congress banned English-only elections in certain covered jurisdictions, expanding the support to include Alaska Natives, American Indians, Asian-language voters and Spanish-language voters. How is the concept of the civil state understood in Arab countries? In The Battle over a Civil State, Limor Lavie examines how this important concept, which originated in Western philosophy, became incorporated into Arab discourse. The civil state as understood in Arab political discourse, Lavie argues, attempts to bridge Islamic history and culture with modernity. It is an attempt to forge a middle ground between a purely theocratic rule and a purely secular rule, and a solution for the tensions between a desire to catch up with global modernization and democratization processes and the desire to reject those same processes. In the political discourse of most of the Arab Spring countries, the concept of the civil state played a pivotal role. In the public debate over the character of Egypt, in particular, following the January 25, 2011 uprising, the demand to establish a civil state was shared by all the political currents. However, when these currents sought to set out basic guidelines for Egypt’s future, it soon became clear that they were far from reaching a consensus, and that the concept of the civil state was at the heart of the controversy between them. The struggle over Egypt's civil character in the post-Mubarak era was the main reason for the turbulence the country experienced on June 30, 2013—leading to the ouster of President Muhammad Mursi. Limor Lavie teaches at Bar Ilan University.

What role do senators and interest groups play in determining who will become a federal judge? The lower federal courts have increasingly become the final arbiters of the important political and social issues of the day. As a result, who gets seated on the bench has become a major political issue. In Battle over the Bench, Amy Steigerwalt argues that the key to understanding the dynamics of the lower court confirmation process is to examine the process itself. She offers a new analytic framework for understanding when nominations become contested, and shows when and how key actors can influence the fate of nominations and ultimately determine who will become a federal judge. Given the increasing salience of lower court decisions, it is not surprising that interest groups and partisan agendas play an important role. Steigerwalt inventories the means by which senators push through or block nominations, and why interest groups decide to support or oppose certain nominations. The politics of judicial confirmations do not end there, however. Steigerwalt also reveals how many nominees are blocked for private political reasons that have nothing to do with ideology, while senators may use their support for or opposition to nominees as bargaining chips to garner votes for their positions on unrelated issues.
