Rather than a continuation of ancient traditions, however, bushido; developed from a search for identity during Japan's modernization in the late nineteenth century. The former samurai class were widely viewed as a relic of a bygone age in the 1880s, and the first significant discussions of bushido at the end of the decade were strongly influenced by contemporary European ideals of gentlemen and chivalry. At the same time, Japanese thinkers increasingly looked to their own traditions in search of sources of national identity, and this process accelerated as national confidence grew with military victories over China and Russia. Inventing the Way of the Samurai considers the people, events, and writings that drove the rapid growth of bushido, which came to emphasize martial virtues and absolute loyalty to the emperor. In the early twentieth century, bushido; became a core subject in civilian and military education, and was a key ideological pillar supporting the imperial state until its collapse in 1945. In Ruffians, Yakuza, Nationalists, Eiko Maruko Siniawer argues that violence has been embedded in the practice of modern Japanese politics from the very inception of the country's experiment with democracy. As soon as the parliament opened its doors in 1890, brawls, fistfights, vandalism, threats, and intimidation quickly became a fixture in Japanese politics, from campaigns and elections to legislative debates. Most of this physical force was wielded by what Siniawer calls "violence specialists": ruffians and yakuza. Their systemic and enduring political violence-in the streets, in the halls of parliament, during popular protests, and amid labor strife-ultimately compromised party politics in Japan and contributed to the rise of militarism in the 1930s. For the post-World War II years, Siniawer illustrates how the Japanese developed a preference for money over violence as a political tool of choice. This change in tactics signaled a political shift, but not necessarily an evolution, as corruption and bribery were in some ways more insidious, exclusionary, and undemocratic than violence. Siniawer demonstrates that the practice of politics in Japan has been dangerous, chaotic, and far more violent than previously thought. Additionally, crime has been more political. Throughout the book, Siniawer makes clear that certain yakuza groups were ideological in nature, contrary to the common understanding of organized crime as nonideological. This study convincingly demonstrates that as the Japanese polity broadened after 1890, navy leaders expanded their political activities to secure appropriations commensurate with the creation of a world-class blue-water fleet. The navy's sophisticated political efforts included lobbying oligarchs, coercing cabinet ministers, forging alliances with political parties, occupying overseas territories, conducting well-orchestrated naval pageants, and launching spirited propaganda campaigns. These efforts succeeded: by 1921 naval expenditures equaled nearly 32 percent of the country's total budget, making Japan the world's third-largest maritime power. The navy, as this book details, made waves at sea and on shore, and in doing so significantly altered the state, society, politics, and empire in prewar Japan.

By studying parliamentarianism—the theories, arguments, and polemics marshaled in support of a representative system of government—Kyu Hyun Kim uncovers a much more complicated picture of this era than is usually given. Bringing a fresh perspective as well as drawing on seldom-studied archival materials, Kim examines how parliamentarianism came to dominate the public sphere in the 1870s and early 1880s and gave rise to the movement among local activists and urban intellectuals to establish a national assembly. At the same time, Kim contends that we should confront the public sphere of Meiji Japan without insisting on fitting it into schemes of historical progress, from premodernity to modernity, from feudalism to democracy. The Japanese state was inextricably linked, in its origins as well as its continuing growth, to the self-transformation of Japanese society. One could not change without effecting a change in the other. The Meiji state’s efforts to ensure that the state and society were connected only through channels firmly controlled by itself were constantly and successfully contested by the public sphere.
