It does not, however, address many world political issues that now concern us deeply, such as terrorism, global financial crises, climate change, the impact of the internet revolution, deep-rooted racial inequalities, and violence against women. Moreover, while the development of International Relations as an academic subject has consolidated the status of the 'English School' as one of the principal approaches to the study of world politics, and The Anarchical Society as its key text, significant limitations in Bull's approach have also been identified. This volume examines how far The Anarchical Society continues to illuminate world politics and how well Bull's method and argument stand up today. The volume argues that although many of Bull's substantive judgements require updating, his approach remains valuable, not only for thinking about enduring problems of violence and security, but also, as a starting point, for thinking about many issues that Bull himself neglected. However, the contributors also develop important criticisms of Bull's approach and identify ways in which it could be strengthened. A key insight is that although The Anarchical Society is famous for explicating the concept of 'international society', there is more to it than that. Indeed, the contemporary relevance of Bull's work is clearest when we recognize the often overlooked potential of his concept of the 'world political system', referring to the global network of interactions of which modern international society is only a part.

It theorizes their nature through an analysis of the relationship of primary and secondary levels of institutional formation, so far largely ignored in English School theorizing, and provides case studies to illuminate the theory. Hitherto, the School has largely failed to study secondary institutions such as international organizations and regimes as autonomous objects of analysis, seeing them as mere materializations of primary institutions. Building on legal and constructivist arguments about the constitutive character of institutions, it demonstrates how primary institutions frame secondary organizations and regimes, but also how secondary institutions construct agencies with capacities that impinge upon and can change primary institutions. Based on legal and constructivist ideas, it develops a theoretical model that sees primary and secondary institutions as shared understandings enmeshed in observable historical processes of constitution, reproduction and regulation.

The literature on drone warfare has evolved from studying the proliferation of drones, to measuring their effectiveness, to exploring their legal, moral, and ethical impacts. These "three waves" of scholarship do not, however, address the implications of drone warfare for global order. This book fills the gap by contributing to a "fourth wave" of literature concerned with the trade-offs imposed by drone warfare for global order. The book draws on the "English School" of International Relations Theory, which is premised on the existence of a society of states bounded by common norms, values, and institutions, to argue that drone warfare imposes contradictions on the structural and normative pillars of global order. These consist of the structure of international society and diffusion of military capabilities, as well as the sovereign equality of states and laws of armed conflict. The book presents a typology of contradictions imposed by drone warfare within and across these axes that threaten the legitimacy of global order. This framework also suggests a confounding consequence of drone warfare that scholars have not hitherto explored rigorously: drone warfare can sometimes strengthen global order. The volume concludes by proposing a research agenda to reconcile the complex and often counter-intuitive impacts of drone warfare for global order. This book will be of considerable interest to students of security studies, global governance, and International Relations.

Around the world, audiences in the mid-1990s watched the mass atrocities unfolding in Rwanda and Srebrenica in horror and disbelief. Emerging from these disasters came an international commitment to safeguard and protect vulnerable communities, as laid out in the R2P principle, and an international responsibility to punish perpetrators, with the establishment of the ICC. The book provides context-independent proposals for resolving contradictions between the two principles, suggesting that focusing on timing and sequencing in invoking international R2P and ICC actions could facilitate the easing of tensions. Drawing on examples from Uganda, Kenya, and Darfur, the book applies International Relations concepts and theories in order to deepen our understanding of international responses to mass atrocities. Ultimately the book concludes that a 'Protection First, Justice Later' sequence approach is necessary for managing the tension and facilitating more effective and consistent international responses. This book makes an important contribution to discussions and debates surrounding international responses to genocide and mass atrocities. It will be of special interest to scholars, students and policymakers in International Relations, Global Governance, African Studies, International Development, Human Rights and International Criminal Law.

Proponents of this idea call for a radical reform of the United Nations which aims to legitimize this institution as an international police force and as a provider of global justice. Zolo criticizes this new cosmopolitan philosophy and rejects the idea of trying to eliminate international conflict through the use of centralized and superior military force. He seeks instead to develop a conception of international relations which takes account of their pluralistic, dynamic and conflictual nature. This conception moves away from the logic of hierarchical centralization, which so dominates the UN Charter, and towards the logic of 'weak interventionism' and 'weak pacifism' which relies on self-organization, co-ordination and negotiation. Timely, provocative and iconoclastic, Cosmopolis is an important contribution to current debates in politics, international relations and social and political theory.

Claire Vergerio argues that this story is a myth, invented in the late 1800s by a group of prominent international lawyers who crafted what would become the contemporary laws of war. These lawyers reinterpreted Gentili's writings on war after centuries of marginal interest, and this revival was deeply intertwined with a project of making the modern sovereign state the sole subject of international law.
