Book excerpt: A multi-disciplinary team of authors analyze the economics of Brazilian deforestation using a large data set of ecological and economic variables. They survey the most up to date work in this field and present their own dynamic and spatial econometric analysis based on municipality level panel data spanning the entire Brazilian Amazon from 1970 to 1996. By observing the dynamics of land use change over such a long period the team is able to provide quantitative estimates of the long-run economic costs and benefits of both land clearing and government policies such as road building. The authors find that some government policies, such as road paving in already highly settled areas, are beneficial both for economic development and for the preservation of forest, while other policies, such as the construction of unpaved roads through virgin areas, stimulate wasteful land uses to the detriment of both economic growth and forest cover.

This report identifies the links between the agriculture and logging sectors in the Amazon, economic growth, poverty alleviation, and natural resource degradation in the region and in Brazil as a whole.It considers the effects of currency devaluation, building roads and other infrastructure in the Amazon, property rights, adoption of technological change, and fiscal incentives and disincentives to deforest.The results are sometimes counterintuitive, but shed new light on why slowing deforestation is so difficult and on the trade-offs between environmental and economic goals.

The model is applied to data from Brazil spanning the 1965 -1998 period. The book's findings cast significant doubt on the proposition that rapid economic growth in Brazil has resulted in comparable welfare gains. The evidence presented more generally illustrates the often unsustainable nature of rapid GDP growth phases, as well as the general unreliability of GDP growth as an indicator of well-being improvement. The specific policy implication is that Brazil should discontinue - or at least severely curtail - the regressive and resource intensive economic policies it has followed in recent decades in the interest of welfare improvement not only for the poorer groups in society, but for future generations of Brazilians as well.

The region is also among Brazil's poorest socioeconomically. As a result, sustainable, inclusive development of Amazonia calls for raising living standards while protecting natural forests. A Balancing Act for Brazil's Amazonian States: An Economic Memorandum explores how a recalibrated development approach can achieve these goals. In the shorter term, there is an urgent need to halt deforestation--a massive destruction of natural wealth that poses risks to the climate and economy. Amazonia is Brazil's deforestation hot spot, and the Amazon rainforest is approaching tipping points into broad and permanent forest loss. Reversing the recent increase in deforestation requires stronger land and forest governance, including land regularization and more effective law enforcement. In the longer term, both Brazil and Amazonia need a new growth model. This model would be anchored in productivity rather than resource extraction and it would diversify the export basket beyond commodities. A more balanced structural transformation requires the lagging urban sectors, such as manufacturing and services, to step up to promote economic growth, reduce pressure on the agricultural frontier, and generate jobs for Brazil and Amazonia's largely urban populations. The public-good value of Amazonia's forests could generate conservation finance linked to verifiable reductions in deforestation. Such financing would support a new development approach, combining forest protection, productivity, balanced structural transformation, sustainable production techniques (including the bioeconomy), and other measures to address the needs of Amazonia's urban and rural populations. This approach must also heed the needs and interests of Amazonia's traditional communities. Given both the value and the fragility of Amazonia's ecosystems, coupled with considerable socioeconomic local needs, the stakes are high-for Amazonia, Brazil, and the world.

To do so it is necessary to go back in time, both in the national and international sphere, through the second half of the last century to analyse its trajectory. It will be equally important analyse the current issues regarding the Amazon – sustainable development and climate change – and how they still reproduce some of the problems that marked the history of the forest, such as the absence of Amazonian dark earths as a relevant theme to the Amazon. In a world in which the environment gains each time more space in the national and international political agenda, the Amazon stands out. Known around the world for its richness, the South-American forest is the target of different visions, often contradictory ones, and it plays with everyone’s imagination. This is where the terra preta de índio – Amazonian Dark Earths - are found, a fertile soil horizon with high concentrations of carbon with anthropic origins, which has generated great interest from the scientific community. Studies on these soils and their so singular characteristics have triggered crucial discussions on the past, present and the future of the entire Amazon region. Despite its singular characteristics, the importance of Amazonian Dark Earths – and a history of a more productive and populated Amazon – was hidden since its discovery around 1880 until 1980, when it is possible to identify the beginning of an increase in the number of research on these soil horizons. These hundred years between the first records and the beginning of the increase in the interest around these soils witnessed structural changes both in the national arena, with the military dictatorship and a change in the place of the Amazon within internal affairs, and in the international arena with changes that reshaped the role of the environment in the political and scientific agendas and the role of Brazil in the global context.
