Construction, support equipment, and aircrew training costs account for the majority of the non-recurring costs in the various case studies. The findings suggest that non-recurring costs can be reduced if (1) the basing location has existing facilities; (2) prior-service aircrew personnel with experience in the new weapon system can be recruited; and (3) the Reserve unit is located on an Active base that has excess capacity and can share in various logistic-support assets. To solve some of the chronic problems that can impede these analyses -- vaguely defined proposed changes, difficult-to-obtain cost factors, insufficient time, and lack of agreement on methods -- RAND developed a systematic structured framework. The framework is designed to assist in (1) translating force-mix proposals into fully specified cost problems, (2) calculating the full spectrum of costs implied by that specification, and (3) presenting the cost results in the context of changes in military capability. This report employs three case studies -- the Air Force C-5 case, the Navy FF-1052 case, and the Army AH-64 case -- to demonstrate the use of the framework. The report concludes that this active/reserve cost methodology will perform effectively in a variety of contexts.

Book excerpt: The Military Aircraft Command's (MAC) C-141 fleet presently is operated under an arrangement whereby each squadron is manned by both active duty and reserve personnel on an approximately 55% active to 45% reservist basis. This Note compares the cost of operating these C-141 squadrons under the present arrangement with the cost of a wholly reservist operation. It was found that when the costs of the present combined operation are calculated with the usual cost factors for C-141 squadrons there appears to be a potential to save one-third of the annual cost per squadron by transferring the C-141s to the Air Reserve Forces (ARF). However, the relatively high cost of the present C-141 operation, which stems largely from its high peacetime flying rate, would not be reduced by a transfer to the ARF. As a result, the potential savings of a transfer shrinks to 15%, and become negligible when the cost of providing peacetime airlift service by other means is added back in. The author emphasizes that when another cargo aircraft is acquired that can adopt the peacetime missions of the C-141s at comparable cost, these side-effects of the C-141 active/ARF comparison will disappear. The broad objective of the thesis was to identify and analyze factors hypothesized to cause variance in cost per flight hour. An overview of the Naval Air Reserve Force Structure and budgetary organizations is presented. The relatively recent shift in the use and role of reserve forces towards Total Force concept goals is highlighted. An interview process is described in which four possible sources of cost per hour variance were identified for investigation: flight hours, primary mission area, repairables pipeline and overseas detachments by reserve VP squadrons. For each possible variance factor, statistical tests were applied to available cost data to determine if its impact on cost per hour variance was significant. Findings indicate that primary mission area and VP detachments each have a significant impact on cost per hour variance. Recommendations are provided concerning headquarters and field level flight budget execution. Conclusions pinpoint further areas of research gleaned from the investigation.
