The specific subject is to rethink the development of the East African mountains in relation to the fast growing towns and cities that surround them. Three East-African mountains were chosen: Mount Kenya, Mount Elgon (Ugandan side) and Uporoto Mountains (Tanzania). Comparisons are included, especially with Mount Kilimanjaro, which has been studied in previous books and programs (e.g. Kilimanjaro: Mountain, Memory and Modernity, Mkuki na Nyota, Dar es Salaam, 2006). The authors are East African (Tanzania, Uganda, Kenya) and French scholars, most of them geographers. Made from 12 contributions, this book focuses on a recent change in those mountains: a growing urbanization which shapes new mountain systems. This phenomenon, which is actually a major upheaval, is the focal point of this book, giving rise to this question: what are the links between Rural-Urban evolution in such contexts? The evolving structure of Kenya’s agrifood system (AFS) and its contribution to national development is assessed using a series of Social Accounting Matrixes (SAMs) for Kenya for the period 2009–2019. Economic performance is also assessed at subsector level to better understand the contributions of different agrifood value chains to Kenya’s development and economic transformation in recent years. The analysis reveals that the effects of AFS transformation stretches well beyond primary agriculture, creating jobs and income opportunities throughout the economy. In fact, the off-farm components of the AFS have grown more rapidly than primary agriculture, although differences in market structure and internationally tradable status contributed to varied patterns of growth across value chains. The analysis further reveals that it is the domestic market, not exports, that has driven the recent growth in Kenya’s AFS. Rapid urbanization and increased income generating opportunities in the rural nonfarm sector are causing dietary patterns to shift, which will continue to shape the transformation of the AFS in Kenya. A forward-looking analysis using IFPRI’s Rural Investment and Policy Analysis (RIAPA) model – an economywide modeling framework – assesses the potential impacts of future value chain growth on development outcome indicators. The findings reveal that value chains differ considerably in their effectiveness in achieving various development outcomes. Promoting only one value chain may also result in trade-offs across these development goals. For example, the coffee and tea value chains are highly effective at raising off-farm employment in the AFS, but they have weak impacts on diet quality. Likewise, cattle and dairy have strong off-farm GDP effects within the AFS, but are relatively ineffective at reducing poverty. By promoting and investing in several value chains simultaneously, policymakers can leverage synergies and mitigate trade-offs across development outcomes associated with specific value chains. The RIAPA analysis here suggests that joint promotion of the pulses and oilseeds, fruits and nuts, and cattle and dairy value chains will be most effective at impacting the full spectrum of development outcomes tracked in the model, including poverty, growth, jobs, and diets. However, the final value chain selection may change depending on the importance policymakers attach to the respective development outcomes.

Book excerpt: This paper evaluates Ethiopia’s urbanization trend during the last four decades, while also considering Ethiopia’s structural transformation and recent public investments to promote greater industrialization within the country. Ethiopia’s urban population grew 4.2 percent per year between 1994 and 2015, far outpacing the overall population growth rate of 2.5 percent. Compared to the urban growth rate of Africa (3.5 percent per year), Ethiopia experienced a 20 percent faster urban population growth rate (UNDESA 2015). Urbanization in Ethiopia is expected to reach 38 percent by 2050. However, this level is relatively low compared to the majority of sub-Saharan Africa (SSA) countries. Improved road infrastructure, rural to urban migration and secondary city development is increasing urbanization within the country. In addition, recent public investments to promote industrialization and increase manufacturing labor opportunities via newly constructed and planned industrial parks are projected to increase urbanization and bolster structural transformation across the country. We evaluate these investments and demographic trends within the context of other countries in sub-Saharan Africa, as well as with the experience of India and China. Ethiopia’s investment in higher-value manufacturing and service activities via economic zones may provide similar infrastructure to that of China and India’s ‘township and village enterprises’ (TVE). However, a focus on increasing human capacity and labor mobility will be necessary to ensure that rural farmers are able to take advantage of labor opportunities outside of the agriculture sector. We calculate the projected economic impact of Ethiopia’s planned industrial zones and sugar factories and find that while public and private investment in industrial and agro-industrial parks may provide a catalyst for future growth, they are likely to provide only a small share of total output and employment. Investments in sugar factories are anticipated to total USD 5.2 billion, with estimated production of USD 3.6 billion and value-added of USD 3.3 billion. However, an increase in sugar output of this magnitude would imply massive sugar exports that may not be financially profitable.

In these circumstances, people depend on other means of protection and cushioning against risks and vulnerabilities including different forms of collective self-organizing providing alternative forms of social protection. These informal, bottom-up forms of social protection are at a nascent stage of social protection discussions and little is known about the extent or models of these informal mechanisms. This book seeks to fill this gap by focusing on three important sectors of informal work, namely: transport, construction, and micro-trade in Kenya and Tanzania. It explores how the global social protection agenda interacts with informal contexts and how it fits with the actual realities of the informal workers.
