Book excerpt: In 1998,"the flood of the century" covered more than two-thirds of Bangladesh, causing crop losses of 2.04 million tons of rice, an amount equal to 10.45 percent of target production in 1998/99. This flood threatened the health and lives of millions through food shortages caused by crop failure, loss of purchasing power, and the spread of water-borne disease. Yet very few flood-related deaths occurred, and reportedly none was due to food shortages. This report, based on data from a survey of 757 rural households in seven flood-affected regions (thanas) conducted in November and December 1998 and on analysis of secondary data on food grain markets, describes how Government of Bangladesh policy, well-functioning private markets, household coping strategies, and donor and NGO interventions combined to avert a major food crisis. To further enhance its food security, Bangladesh needs continued investments in agricultural research, extension, roads, electricity and other rural infrastructure, policies promoting efficient markets, and programs to provide targeted transfers and credit to poor households.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Book excerpt: This paper evaluates the influence and impact that IFPRI research and related activities had on the initiation, evolution, and impact of the food for education (FFE) program in Bangladesh. It reviews the outputs from the IFPRI program and summarizes the perceptions of various stakeholders about the value and influence of these on the FFE program. A novel experimental evaluation methodology is used on household sample survey data to analyze the effects of FFE on schooling outcomes. Earnings functions are then estimated using national household income and expenditure survey data to assess the effect of schooling on earnings. Combining the two, the effects of the increased participation and duration of schooling (due to the FFE program) on lifetime earnings of children are derived. Using these incremental earnings figures, the internal rates of return for both national and private investments in the FFE program are estimated. From these, a conservative assessment of the economic value of IFPRI's contribution to the generation of the national benefits is made... We conclude that a very conservative assessment of the economic value of IFPRI's contribution to the generation of the national benefits estimated above is that the FFE program began one year earlier than it might have without the IFPRI input. Based upon the total cost of the IFPRI-FFE research program of US$151,000, the internal rate of return on this research investment ranges from 64-96 percent. of all the other benefits are added to this, clearly the IFPRI contribution has been an outstanding economic investment. Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting. Last year’s report showed that the failure to reduce world hunger is closely associated with the increase in conflict and violence in several parts of the world. In some countries, initial evidence showed climate-related events were also undermining food security and nutrition. This year’s report goes further to show that climate variability and extremes – even without conflict – are key drivers behind the recent rise in global hunger and one of the leading causes of severe food crises and their impact on people’s nutrition and health. Climate variability and exposure to more complex, frequent and intense climate extremes are threatening to erode and reverse gains in ending hunger and malnutrition. Furthermore, hunger is significantly worse in countries where agriculture systems are highly sensitive to rainfall, temperature and severe drought, and where the livelihood of a high proportion of the population depends on agriculture. The findings of this report reveal new challenges to ending hunger, food insecurity and all forms of malnutrition. There is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes. These and other findings are detailed in the 2018 edition of The State of Food Security and Nutrition in the World.

It shows that more countries are exposed to increasing climate variability and extremes and the frequency (the number of years exposed in a five-year period) and intensity (the number of types of climate extremes in a five-year period) of exposure over agricultural areas have increased. The findings of this study are compelling and bring urgency to the fact that climate variability and extremes are proliferating and intensifying and are contributing to a rise in global hunger. The world’s 2.5 billion small-scale farmers, herders, fishers, and forest-dependent people, who derive their food and income from renewable natural resources, are most at risk and affected. Actions to strengthen the resilience of livelihoods and food systems to climate variability and extremes urgently need to be scaled up and accelerated.
