Book excerpt: The 1994 High School Transcript Study (HSTS) provides the Department of Education and other policymakers with information about current course offerings and students' course-taking patterns in the nation's secondary schools. One objective was to determine changes in course offering and selection patterns since the previous studies in 1982, 1987, and 1990. Another research objective was to compare course-taking patterns to results from the National Assessment of Educational Progress (NAEP), an assessment of educational achievement nationwide. In 1994, transcripts were collected for more than 25,000 students who graduated from high school that year. These students were from 340 schools that participated in the NAEP. This technical report documents the procedures used to collect and summarize the data. An accompanying volume provides tables of findings, and another contains the data file user's manual. The following sections are included: (1) "Executive Summary"; (2) "Background: Sample Design"; (3) "Selection of Schools and Students for the 1994 High School Transcript Study"; (4) "Data Collection Procedures"; (5) "Data Processing Procedures"; (6) "Weighting and Estimation of Sampling Variance"; (7) "1994 High School Transcript Study Data Files"; and (8) "References." The study was conducted for the National Center for Education Statistics by Research Triangle Institute with the assistance of Abt Associations and Management Planning Research Associates. BPS:90/94 involved locating and computer-assisted telephone interviewing of a sample of individuals identified initially in the 1990 National Postsecondary Student Aid Study. An introductory chapter provides a brief overview of the background, purposes, and scheduled projects of the BPS:90/94 full-scale study. Chapter 2 describes the design and method of the study, including sample design, respondent locating, data collection, and design of the operating control system. Chapter 3 presents the results of the locating and data collection, and Chapter 4 evaluates the quality of the data collected. The final three chapters present issues related to the construction of the study data file, sample weighting, and estimation techniques. Six appendixes describe the survey review panel membership and present student prenotification materials, the interview instruments, data collection materials, supplemental analytic results, and the variables used for design effects tables. Operating control systems implemented for the study are described in chapter 3. Details and descriptions of data locating and collection activities and outcomes are given in chapter 4, and data quality is examined in chapter 5. Book excerpt: This report, which is the seventh in a series, presents data from 1994 on high school dropout and retention rates and examines high school graduation and completion rates. Included is an analysis of the 1994 high school completion status and subsequent life activities of members of the National Education Longitudinal Study of 1988 cohort of eighth graders. Time series data for the period from 1972 to 1994 are also included. The best and most current national data available were used to compile the report, including the Current Population Survey (CPS) of the Bureau of the Census. Data show that dropout rates have generally decreased over the last two decades, while completion rates have increased. In 1972, data from the CPS indicated that, of young adults under age 25, 6% dropped out of school that year, over 14% were dropouts, and about 83% of young adults aged 18 to 24 had completed high school with either a regular diploma or an equivalency certificate. In 1993, only about 5% dropped out, 11% were dropouts, and over 86% completed high school. Other findings of this report show that: close to one-half million students age 15-24 left school between October 1993 and October 1994; in October 1994 there were 3.7 million 16-24-year-olds who had not completed high school and were not enrolled in school; and in general, minority students were more likely than white students to have dropped out. Dropout rates were also higher for low income students and students in the Southern and Western regions of the country. Three appendixes contain standard error and time series tables, technical noted, and supplemental tables.
