After thirty-five years of dictatorship, General Alfredo Stroessner was overthrown by a coup d’état. In this sweeping historical study, Paraguayan historian Antonio Luis Sapienza chronicles Stroessner’s rise to power during the coup of 1954; his long tenure maintained through fraudulent elections, military alliances, a right-wing political party, and assistance from the United States; and his eventual downfall. While in power, Stroessner launched major development projects, improving roads, water and sewage facilities, and an airline. At the same time, abuse of human rights and oppression of political opposition became the norm. Dozens of political prisoners were tortured and even executed, and thousands driven into exile. Like most dictators, Stroessner oversaw major expansions of the military and police. Nevertheless, it was Paraguay’s armed forces, led by General Andres Rodriguez, that brought a violent end to his rule. Sapienza provides a detailed analysis of the coup that sent Stroessner into exile in Brazil. Extensively illustrated with photographs and maps, The 1989 Coup d’etat in Paraguay is a unique study of an important episode in Latin American history.

In 1970, Salvador Guillermo Allende Gossens, a physician and leftist politician, was elected the President of Chile. Yet, its social movements are less known to international audiences. This book analyzes Paraguay’s principal social movements since the transition to democracy and examines how, in the context of a weak state, authoritarian political elite, and a deficient democratization process, they contribute to progressive policy, socio-economic development, and democracy. Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. The contribution of this volume is twofold: to provide new empirical examples in the study of Latin American social movements and their contribution to development and democracy, as well as to validate or challenge social movement theories by employing empirical studies of Paraguayan social movements. Each chapter delves into the background to a specific movement, while closely analyzing the movement in the post-Lugo era (2012-2021). Together the chapters in this book contribute to a better understanding of social movements in Paraguay and Latin America thus dialoguing with the existing literature and social movement theories and considering how such studies can further our understanding of social movements in Paraguay and in Latin America in general. Heads of state must weigh the advantage of promoting political and economic development against the risk of fortifying dangerous political rivals. This book takes a novel approach to the study of neopatrimonial rule by placing security concerns at the center of state-building. Using quantitative evidence from 44 African countries and in-depth case studies of Ghana and Cote d'Ivoire, Rabinowitz demonstrates that the insecurities of the African state make strategically aligning with rural leaders critical to political success. Leaders who cultivate the goodwill of the countryside are better able to endure sporadic urban unrest, subdue political challengers, minimize ethnic and regional discord, and prevent a military uprising. Such regimes are more likely to build infrastructure needed for economic and political development. In so doing, Rabinowitz upends the long-held assumption that African leaders must cater to urban constituents to secure their rule.
