Book excerpt: While Americans are generally aware of China's ambitions as a global economic and military superpower, few understand just how deeply and assertively that country has already sought to influence American society. As the authors of this volume write, it is time for a wake-up call. In documenting the extent of Beijing's expanding influence operations inside the United States, they aim to raise awareness of China's efforts to penetrate and sway a range of American institutions: state and local governments, academic institutions, think tanks, media, and businesses. And they highlight other aspects of the propagandistic “discourse war” waged by the Chinese government and Communist Party leaders that are less expected and more alarming, such as their view of Chinese Americans as members of a worldwide Chinese diaspora that owes undefined allegiance to the so-called Motherland.Featuring ideas and policy proposals from leading China specialists, China's Influence and American Interests argues that a successful future relationship requires a rebalancing toward greater transparency, reciprocity, and fairness. Throughout, the authors also strongly state the importance of avoiding casting aspersions on Chinese and on Chinese Americans, who constitute a vital portion of American society. But if the United States is to fare well in this increasingly adversarial relationship with China, Americans must have a far better sense of that country's ambitions and methods than they do now.

Available in PDF, EPUB and Kindle. Book excerpt: On October 1, 2019, the People's Republic of China (PRC) will celebrate the 70th anniversary of its founding. And what an eventful and tumultuous seven decades it has been! During that time, under the leadership of the Chinese Communist Party (CCP), China has been transformed from one of world's poorest countries into one of its fastest growing economies, and from a weak state barely able to govern or protect its own territory to a rising power that is challenging the United States for global influence. But in the late 1950s, the PRC experienced the most deadly famine in human history, caused largely by the actions and inactions of its leaders. Not long after, there was a collapse of government authority that pushed the country to the brink of (and in some places actually into) civil war and anarchy. And in 1989, the CCP unleashed the army to brutally crush demonstrations by students and others calling for political reform. China is now, for the most part, peaceful, prospering, and proud. The CCP maintains a firm grip on power through a combination of harsh repression and popular support largely based on its recent record of promoting rapid economic growth. Yet, the party and country face serious challenges on many fronts, including a slowing economy, environmental desecration, pervasive corruption, extreme inequalities, ethnic unrest, and a rising tide of social protest. Politics in China provides an accessible yet authoritative introduction to how the world's most populous nation and rapidly rising global power is governed today. The third edition has been extensively revised, thoroughly updated, and includes a new chapter on the internet and politics in China. The book's chapters provide overviews of major periods in China's modern political history from the mid-nineteenth century to the present, examinations of key topics in contemporary Chinese politics, and analyses of developments in four important areas located on China's geographic periphery: Tibet, Xinjiang, Hong Kong, and Taiwan.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Available in PDF, EPUB and Kindle. Book excerpt: East Asia is a region deeply affected by conflict. Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ’success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. This involves a major re-evaluation of accepted accounts of domestic governance and international relations in East Asia from both a comparative and inter-disciplinary viewpoint. Case study rich, this volume provides policy prescriptions for East Asian donors and actors in an effort to provide Asian solutions for Asian problems.

Available in PDF, EPUB and Kindle. Book excerpt: Nominally the highest decision-making body in the Chinese Communist Party, the Party Congress is responsible for determining party policy and the selection of China's leaders. Guoguang Wu provides the first analysis of how the Party Congress operates to elect Party leadership and decide Party policy, and explores why such a formal performance of congress meetings, delegate discussions, and non-democratic elections is significant for authoritarian politics more broadly. Taking institutional inconsistency as the central research question, this study presents a new theory of 'mutual contextualization' to reveal how informal politics and formal institutions interact with each other. Wu argues that despite the prevalence of informal politics behind the scenes, authoritarian politics seeks legitimization through a combination of political manipulation and the ritual mobilization of formal institutions. This ambitious book is essential reading for all those interested in understanding contemporary China, and an innovative theoretical contribution to the study of comparative politics.
