Book excerpt: Excerpt from Russia the Struggle for Peace I do not pretend that everything in Russia is good and that the Revolution has to answer for no sins, nor do I intend to hide its failures or to be silent about them. The time has come to speak about Russia, it may be with regret, but certainly without bitterness or passion. It will be for the future historian of the Great Russian Revolution to trace its beginnings. Such an historian will no doubt go back many decades into the past. He will begin its story at least from the date of the liberation of the Serfs in 1861 and will record the causal chain of events from that point. We, as contemporaries of the Revolution, have another task, and are face to face with other and more actual problems. We are too near to the scene; we see the actors too clearly and ascribe to them a far greater r61e than will history. We are active to praise and to condemn. In short, we are at this stage unable to judge the Revolution historically. The main questions of interest, to friends and enemies of the Revolution alike, are these' First, how far was the Revolution the result of the War and how far was the struggle for peace which followed the Revolution inherent in it? In other words, did the peace policy of the revolutionary democracy express the true purpose of Russia at the time; or were the Soviets, with all that they stand for, really alien to the maple and to the Revolution? Secondly, was the disintegration of Russia and the dissolution Of the Russian Army inevitable, or was Russia torn to pieces and made helpless by the verv acts of the leaders of the Revolution? Book excerpt: Excerpt from The Bolsheviki and World Peace The mind in this book - the point Of View from which it starts, the Views to which it points Trotzky's mind is the international mind. We have heard before Of this new intelligence; we have read books, heard speeches, witnessed acts demonstrative Of thoughts and feelings which are not national, but international; not patri otic, but loyal only to the lower-class-conscious war aims of the workers Of the world. The class warrior is as familiar a figure to us as the red spirit is Of the red left Of revolution. But the voice which utters here the spirit and the mind, not only of the Russian, but of the world revolution is the Voice Of one having authority. Book excerpt: Excerpt from State Control of Industry in Russia During the War IN the autumn of 1914s, when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endowment for International Peace proposed to adjust the program of its re searches to the new and altered problems which the War presented. The existing program, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the facts then at hand, had just begun to Show the quality of its contributions; but for many reasons it could no longer be fol lowed out. A plan was therefore drawn up at the request of the Director Of the Division, in which it was proposed, by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an Economic and Social History Of the World War, it was felt, if undertaken by men of judicial temper and ade quate training, might ultimately, by reason of its scientific obliga tions to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally towards the aims of an institu tion dedicated to the cause of international peace.
