Book excerpt: The already high volume of superintendent vacancies is predicted to increase due to an ever-increasing student enrollment, the large number of active superintendents who are eligible to retire, and the growing demands placed on the position at the community, state and federal levels. The under representation of school districts that have hired their first African American to the position of superintendent only further exacerbates an already critical shortage of available superintendent candidates to fill these vacancies. This qualitative study examined narratively the perceptions of six purposively selected Texas school districts in order to ascertain the lessons and the implications of those lessons. Conclusions are drawn from the weaving of multiple narratives through the lens of: the participants, the problems, the progress, the potential, and the pitfall that leaves one hopeful of the prospect of providing a more divers applicant pool in the state of Texas for the position of superintendent.

(2000) in 'The study of the American school superintendency : a look at the superintendent of education in the New Millennium, ' points out that African American males are under-represented in the superintendency. Glass et al. (2000) further argues that the limited number of African American male superintendents is a reflection of discrimination, public perception of African American administrators, and the hiring practices of a school district's policy makers. This qualitative research study examined the phenomena highlighting the limited number of African American male superintendents in Texas. Specifically, this study identified the barriers and bridges faced in their ascension of African American males to the superintendency in Texas. Using a narrative inquiry research method, responses from six practicing African American male superintendents were collected and analyzed. Using in-depth interviews, narratives were transcribed to capture their perceptions. The themes that emerged relative to barriers included: 1) perception of incompetence, 2) fear of inferiority, 3) barriers embedded in the selection process, 4) fewer African American board members, 5) higher standards for African American superintendents, 6) the under-representation of African American male superintendents, and 7) a lack of mentors. Relative to the bridges that overcome these barriers, the following themes emerged: 1) credibility and competency; 2) flexibility and mobility; 3) ethics and spirituality; 4) building relationships and strong communication; and 5) increase African American membership in the board of trustees.

Book excerpt: The focus of this research is in the area of African American male superintendents and their leadership in diverse settings. The research approach adopted in this dissertation used semi-structured interviews with five African American male superintendents that consisted of three main issues: (1) personal; (2) leadership quality/effectiveness and (3) impact on student academic performance. The findings from this research provide evidence that: superintendents believed they gained their focus on education by having strong parental influences; each superintendent believed that their involvement in sports helped them to sharpen their leadership skills at an early age; they believed in having systems in place to monitor and track the performance of their district; being visible in the community has helped to garner support from all stakeholders; and being educated during the civil rights era taught the superintendents a lot about equity issues. The main conclusions drawn from this research were that superintendent efficacy, professional development and a goal toward academic success for all students were the components demonstrated by these district leaders. This research recommends that superintendents have professional development to strengthen strong people skills, create mentorships and shadow-mentoring programs for both African American male superintendent candidates and practicing African American male superintendents new to the job or new to their district, emphasize diversity in leadership, investigate superintendency preparation programs at the university level to address racial issues, and research studies should be more specific on the office of the superintendency. Book excerpt: The purpose of this study was to identify perceptions of superintendents and legislators regarding strategies utilized by superintendents to influence the development of educational policies. The study was guided by the following three research questions: 1) How do Texas superintendents perceive they influence state legislators in the development of educational policies? 2) How do Texas legislators perceive Texas superintendents influence state legislators in the development of educational policies? 3) What commonalities and differences exist between the perceptions of Texas superintendents and legislators in regard to how superintendents influence state legislators in the development of educational policies? A qualitative methodology and a grounded theory approach were utilized in this study (Corbin & Strauss, 2008). Data was collected via in-depth interviews with three purposely selected Texas public school superintendents and three Texas legislators. The data were coded and analyzed using open, axial, and selective coding techniques (Patton, 2002). This method of data analysis allowed for themes to emerge from the data and for the identification of a single overarching theme by which all other themes were connected. This study's findings uncovered that superintendents influence the development of educational policies at the state level by interacting with legislators and their staff members, by participating as members of professional organizations, and by enlisting local stakeholders. Ingrained in each of these processes for influencing policy development is the overarching theme that superintendents must build and foster relationships to influence the development of educational policies. Based on a thorough examination of the data gathered in this study, implications for practice were offered and recommendations for consideration of future studies that build upon this research were provided. This study is one of the only research endeavors ever conducted to examine the strategies utilized by superintendents to influence the development of educational policies. It is the only study of its kind known to the researcher that utilizes qualitative methodology. The richness of the data provided by the participants of this study adds significant value to the knowledge base regarding the political role of the public school superintendent to influence policy development.

The study also explored how some African American male superintendents successfully navigate the system to gain access and continue to serve. The study contributed to the body of knowledge by revealing through the perception of the participants their lived experiences to navigate and continue in a vocation with a deficient number of African American males. The study employed a qualitative methodology with a phenomenological research design to conduct the research project. The theoretical framework employed was social justice leadership. The researcher selected 4 participants using purposive sampling from a shallow population of African American male superintendents in Texas. Data collection was through semistructured, phenomenological interviews. The participants served as the primary units of analysis to obtain perception on navigation and continuation in the superintendency for African American male superintendents. The findings revealed 3 themes: (a) ascension to the superintendency, (b) continuation in the superintendency, and (c) leadership for social justice. The key findings in the theme of ascension to the superintendency were spiritual capital and job proficiency. The key findings in the theme of continuing in the superintendency were operations problem solving, hiring the most qualified, and board relationships. The key findings in the theme of leadership for social justice were social justice leadership, student focus, and mentoring future leaders.
