Book excerpt: Because of concerns about the dual House and Senate systems under which the U.S. Capitol Police Force's payroll and personnel operations are carried out, the Senate Committee on Appropriations directed GAO to study the Force's administrative organization. The Committee also asked GAO to identify the issues related to merging the Library of Congress Police Force into the Capitol Police. Specifically, the objectives of GAO's review were to identify the differences arising from the Capitol Police being administered under dual House and Senate systems; provide suggestions as to how the Capitol Police administrative operations can be consolidated and estimate the cost of consolidating and estimate the cost of consolidating payroll operations; and study the issues involved in merging the Library of Congress Police with the Capitol Police.

This book was released on 2002 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are over 30 police forces currently operating in the District of Columbia, many of which have authority or jurisdiction within the Capitol Hill area. Three of these, the Library of Congress (LOC) Police, the Government Printing Office (GPO) Police, and the U.S. Capitol Police (USCP), are part of the legislative branch. Merging the LOC Police and/or the GPO Police with the USCP is feasible for several reasons. First, although each force has unique responsibilities, their overall missions are similar enough that a merged force could assume both the unique and common responsibilities. Another reason is their common geographic area with overlapping jurisdictions. USCP officials also believe it is possible to merge the other forces into its existing force, and the labor committees of the departments support a merger. Nevertheless, if LOC and/or GPO police were to be merged with the USCP, issues to be addressed include gaining LOC and/or GPO management support, resolving differences in retirement systems, and integrating training and security systems. A merger between the LOC and/or GPO police forces and the USCP would incur significant costs if the intent of a merger is to provide consistently applied security policies and practices and seamless security on Capitol Hill within the merger implementation period. Congress would need to address several issues if the forces were merged, including how to modify statutory provisions relating to authority of the forces, whether to alter the composition of the Capitol Police Board, how to apply USCP retirement provisions to LOC and/or GPO officers, and how best to fund and implement a merger.

Book Synopsis The Cost of Congress by : Karen Kunz
Download or read book The Cost of Congress written by Karen Kunz and published by Bloomsbury Publishing USA. This book was released on 2022-06-17 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congressional ratings have fallen to single digits; citizens believe that Congress fails to do the things its members are publicly paid to do. What does Congress do for our dollars, and how has that changed in the last 50 years? What was the cost to taxpayers for Bill Clinton's impeachment hearings? What about the Benghazi investigation and efforts to obtain the votes required to repeal Obamacare while failing to consider Zika virus funding bills? What is the true cost of earmarks? Why do Congress members continue to get paid during government shutdowns? Congress's increasing use of continuing resolutions and agencies' almost semi-annual preparations for government shutdowns come at a significant cost. Combining extensive documentary research with interviews of current and former members and staffers, The Cost of Congress assesses not only how Congress spends tax dollars on its operations but also what Americans receive for those dollars. Kunz and Atsas assign dollar values, using federal data, to congressional practices and policies. They examine the costs of producing legislation, court challenges, and Supreme Court reversals. They also look at the costs of committee and special investigations, committee assignments, staffing and facilities, and such perks as the gym, meals, and franking. Readers-taxpayers from all walks of life-will come away with a comprehensive view of the costs of operating Congress.
