Book excerpt: Two filter/coalescer type separators designed to remove oil from water were selected from previous screening tests. The improved versions of these units were evaluated at a shore-based test facility. Fresh and salt water, contaminated with various oils and test dust, were used to simulate bilge and ballast processing conditions. One separator rated at 25 GPM produced an acceptable water effluent when tested with a low-emulsifying pump but proved unsatisfactory with a centrifugal pump. An improved 100 GPM version of a previously tested 50 GPM separator produced an acceptable water effluent when tested with a centrifugal pump. The effluent was acceptable except for short periods of marginal performance which were noted during tests involving crankcase drainings. (Author).

These tests were intended to simulate the conditions expected to be encountered by such equipments on Coast Guard cutters. The separator tests consisted primarily of processing an emulsion of no. 2 diesel fuel and fresh water as supplied by a centrifugal pump. The monitor tests addressed the conditions likely to produce erroneous readings in a shipboard environment. Results are presented. (Modified author abstract).

Book excerpt: A 100 GPM filter/coalescer oily water separator system designed for both bilge and ballast service was installed on a 210 ft. Medium Endurance U.S. Coast Guard cutter. The separator water effluent was monitored by an on-line infra-red absorption type monitor. The alarm points were set to recirculate water effluents exceeding 20 milligrams/liter (MG/L). Bilge mixtures were processed both at sea and in port. Normal water effluent oil concentrations were 12 to MG/L. Ballast mixtures were processed in port. A maximum of 5 MG/L was discharged overboard during this procedure. A soap-like substance was accidentally processed while in port. The mixture could not be adequately separated to permit discharge overboard. All other emulsions were separated satisfactorily. (Modified author abstract).

Rigid qualification tests and quality conformance or acceptance tests and procedures should be established and followed by the procuring activities to insure that only usable elements are accepted from the manufacturers for issue to the users. Additional effort by Government and industry is required to develop the analytical techniques and equipment vitally needed for the accurate, reliable detection and measurement of oil in water.
