Book excerpt: This exciting new book delivers a comprehensive overview of the cellular network architecture, with focus on the positioning applications and emergency call services, and covers aspects brought by 5G, including the core virtualization and the network slicing to optimize cellular network deployments. Focus is given to the different positioning technologies used in cellular networks, divided in satellite positioning, terrestrial radio positioning, non-RF positioning and a brief introduction to sensor fusion and Bayesian theory. It provides an overview of all the positioning technologies used in cellular networks, from GSM to 5G, from RAT independent technologies, such as A-GNSS (including GNSS evolution, RTK and PPP), WiFi, Bluetooth and sensor fusion, to cellular network native technologies, such as OTDOA / DL-TDOA, ECID, multi-cell RTT and the Angle Of Arrival (AOA) based techniques that take advantage of 5G mmWave beamforming features. Different positioning protocols, especially the LTE Positioning Protocol (LPP), which is used for LTE and 5G NR and defines the communication between the user device (mobile phone, connected vehicle, etc.) and the base station are explained extensively, and compares it with other competing protocols such as OMA LPPE. Furthermore, it also explains the core network positioning protocols (LPPa, NRPPa), that describe the communication between the location server and the core network. Explanation of different signaling parameters will enable the reader to understand better how positioning works in a cellular network. The contents of this book are aimed at all types of users, from beginners to the concept of positioning to experts that are looking to enhance their knowledge of positioning in cellular networks.

Book excerpt: Telecommunications Relay Services and Speech-to-Speech Services for Individuals With Hearing and Speech Disabilities (US Federal Communications Commission Regulation) (FCC) (2018 Edition) The Law Library presents the complete text of the Telecommunications Relay Services and Speech-to-Speech Services for Individuals With Hearing and Speech Disabilities (US Federal Communications Commission Regulation) (FCC) (2018 Edition). Updated as of May 29, 2018 In this document, the Commission concludes that its current rules regarding eligibility criteria for compensation from the Interstate Telecommunications Relay Services (TRS) Fund do not reflect advances in the way that TRS is offered, particularly with respect to the two Internet-based forms of TRS, Video Relay Service (VRS) and Internet-Protocol (IP) Relay. Therefore, the Commission amends its rules to permit common carriers desiring to offer VRS and IP Relay service and receive compensation from the Interstate TRS Fund (Fund) to seek certification from the Commission. In doing so, the Commission largely adopts the proposal set forth in the Second Improved TRS Order's NPRM. Through this action, the certification procedure will permit common carriers desiring to offer only VRS and/or IP Relay, and not the other forms of TRS, to receive compensation from the Fund without having to meet one of the existing three eligibility criteria set forth in the Commission's rules. Also in this document, the Commission addresses a related issue raised in Hands On Video Relay Services, Inc.'s (Hands On) petition for reconsideration of the 2004 TRS Report and Order, which challenges the Commission's dismissal of Hands On application for certification as a VRS provider eligible for compensation from the Fund. Because the Commission adopts a new eligibility rule that permits Hands On to seek certification as a VRS provider eligible for compensation from the Fund without being part of a certified state TRS, the Commission concludes this issue is moot. Also, in this document, the Commission seeks approval from the Office of Management and Budget (OMB) for any Paperwork Reduction Act (PRA) burdens contained in this document that will modify OMB Control No. 3060-1047. The revised PRA burdens are related to new rules permitting common carriers seeking to offer VRS or IP Relay service, that are not part of a certified state program or have not contracted with an entity that is, to qualify for compensation from the Fund through a Commission-level certification process. The Framework consists of three parts: the Framework Core, the Implementation Tiers, and the Framework Profiles. The Framework Core is a set of cybersecurity activities, outcomes, and informative references that are common across sectors and critical infrastructure. Elements of the Core provide detailed guidance for developing individual organizational Profiles. Through use of Profiles, the Framework will help an organization to align and prioritize its cybersecurity activities with its business/mission requirements, risk tolerances, and resources. The Tiers provide a mechanism for organizations to view and understand the characteristics of their approach to managing cybersecurity risk, which will help in prioritizing and achieving cybersecurity objectives.

Book excerpt: Shift of telephone companies and others from a charitable or "social services" perspective to one that such access is a civil right to which deaf and hard-of-hearing people are entitled. Strauss covers the gamut of the legal movement toward access--from the initial use of modems with teleprinters of the l960s to the current wireless world. As a hearing person with many deaf friends and contacts, she personally experienced the frustrations of using telecommunications access services--and these experiences provided a motivating force for her own involvement in the battles to implement laws. Chapters on the development and implementation of relay services outline comprehensively one of the greatest triumphs for deaf people in the United States. The chapter titled "In Case of Emergency" is particularly moving.

Book excerpt: Rural Call Completion (US Federal Communications Commission Regulation) (FCC) (2018 Edition) The Law Library presents the complete text of the Rural Call Completion (US Federal Communications Commission Regulation) (FCC) (2018 Edition). Updated as of May 29, 2018 In this document the Federal Communications Commission (Commission) improves its ability to monitor problems with completing calls to rural areas, and enforce restrictions against blocking, choking, reducing, or restricting calls. The Report and Order applies the new rules to providers of long-distance voice service that make the initial long-distance call path choice for more than 100,000 domestic retail subscriber lines, counting the total of all business and residential fixed subscriber lines and mobile phones and aggregated over all of the providers' affiliates (referred to herein as "covered providers"). In most cases, this is the calling party's long-distance provider. Covered providers include LECs, interexchange carriers (IXCs), commercial mobile radio service (CMRS) providers, and VoIP service providers. These rules do not apply to intermediate providers. Covered providers must file quarterly reports and retain the call detail records for at least six calendar months. The Report and Order also allows qualifying providers to certify that they meet the conditions for a Safe Harbor that would reduce reporting and retention obligations. In addition, the Commission has delegated to the Wireline Competition Bureau, in consultation with the Enforcement Bureau, the authority to act on requests from qualified providers for waiver of these rules. The Report and Order also adopts a rule prohibiting all originating and intermediate providers from causing audible ringing to be sent to the caller before the terminating provider has signaled that the called party is being alerted.
