These efforts have resulted in productive new forms of partnership and cooperation at all levels. While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. With the rise of national populists and protectionists in recent years, the issue has become even more prominent. In the sample of the countries we examined, including the United States, the increase in labor productivity in manufactures, due to automation and improved methods, was a far more important cause of employment decline than shifts in the manufacturing trade balance, contrary to a commonly held view. We find only weak evidence that the size of the manufacturing sector - measured in different ways -- is associated with rapid economic growth. Several countries have grown at a reasonable pace without seeing a large increase in the relative size of their manufacturing sector. While the growth of labor productivity in the manufacturing sector is higher than that of the economy as a whole on average, several economies saw economy-wide labor productivity grow faster than labor productivity in manufacturing, including several countries in East Asia.

Between 1979 and 1989. employment of production workers in manufacturing dropped by 2.2 mil1ion or 15 percent while employment of non-production workers rose by 3 percent. A decomposition of changing employment patterns in each of 450 industries reveals that the defense buildup and trade deficits can account for only a small part of the shift in demand towards non-production workers. We conclude that production labor-saving technological change is the most likely explanation for the shift in demand towards non-production workers since the shift is mostly due to changes in labor demand within industries rather than reallocation of employment towards industries with higher shares of skilled labor. Strong correlations between within-industry skil1 upgrading and both increased investment in computers on the one hand and increased investment in R&D on the other provide further evidence for production labor saving technological change.
