Book excerpt: This study looked at factors that influenced veteran teacher perceptions of the newly implemented Peer Assistance and Review (PAR) program in the Grossmont Union High School District. More specifically, the study explored (1) reasons why teachers with at least five years of successful teaching experience voluntarily chose to forfeit their regularly scheduled traditional evaluation and substitute it with a peer review, (2) factors that contributed to positive perceptions of the PAR program, (3) factors that contributed to negative perceptions of the PAR program, and (4) perceived differences between the traditional and PAR methods of teacher evaluation. This study incorporated multiple traditions of qualitative research and used guided interviews as data for the interpretive analysis. The study's findings suggest that respondents' views of the traditional approach to teacher evaluation played a critical role in their decision to volunteer for the PAR alternative, as did a simple desire to try something new. The evidence from the study provides tentative support for the premise that respondents view the PAR experience as the preferred method of evaluation. Respondents indicate experiencing (1) an ownership of their professional growth activity, (2) a desire to continue improvements, (3) changes in their classroom practice, (4) an ability to focus on a specific area in their teaching practice, and (5) freedom to take risks without fear of reprisal should efforts to improve result in failure. However, respondents also indicate that the Grossmont Model of PAR (1) requires more time than that normally involved with traditional evaluation, (2) is incorrectly identified as a remediation tool for ineffective teachers, and (3) requires participants to critically assess their teaching practice - a process, according to respondents, that many veteran teachers are unable to honestly perform. Additional research is needed to investigate whether or not PAR will remain the preferred method of evaluation over a longer period of time. This research would involve identifying if increased professional growth opportunities (as a result of PAR activities) favorably affects student achievement.

Leveraging this rich talent among staff can be an efficient way to address capacity challenges and enrich teachers' evaluations with more targeted feedback. Teachers, however, require training to become systematic, reliable observers who can provide growth-oriented, actionable feedback to their peers. In a scan of states and districts, the Center on Great Teachers and Leaders found two distinct models for peer observation as part of educator evaluation: (1) Peer observers contribute to the performance evaluation for all teachers. Peer observers are trained on the evaluation process, observation protocols, and how to provide feedback to colleagues. Evidence from peer observations is used as part of the summative performance evaluation for educators, but an administrator determines the final evaluation ratings; and (2) Consulting teachers are part of an aligned peer assistance and review (PAR) program for novice and/or struggling teachers. Peer observers are trained to serve as consulting or mentor teachers. After conducting classroom observations and mentoring the teacher, the consulting teacher presents midyear and end-of-year recommendations for dismissal, retention, or continuation in the PAR program for an additional year. In this edition of "Ask the Team," author Catherine Jacques offers considerations and examples as a starting point for thinking about this important topic.

Drawing on research in these districts, which are located in north, central, and southern Illinois, this report describes the challenges experienced across the districts. In addition, the authors present strategies the districts used to address these challenges as they occurred and their reflections on lessons learned: (1) Cultivating Buy-In and Understanding; (2) Using Evaluations for Instructional Improvement; (3) Reducing the Burden on Principals; and (4) Incorporating Student Growth into Teacher Evaluation Systems. For all that has been accomplished by these case study districts, teacher evaluation, in all cases, remains a work in progress. Many in their interview sample described ongoing issues and some complicated problems. The report synthesizes these issues and raises some key questions for districts to consider around three common themes: teacher and principal support, communication, and buy-in; ensuring that ratings are accurate and consistent; and developing high-quality student assessments.
