W'hatever affects the great mass of the inhabitants of a city or town, necessarilv atfects the municipality itself, and it requires but little reflection to make it clear that not onlv are municipalities influenced by the general svstem of taxation in vogue throughout the State, but that such communities, by reason of their congestion of population, their extensive and diversified manufacturing, financial and com mercial interests, and their greater values, constantly have to deal with tax problems that are unknown to the country districts and the State at large. The tield is so enormous that an exhaustive discussion of one per'cent. Of its contents would require more time than is at. Our disposal this morning. Selection, therefore, is of course necessary, and it is hoped that some practical advantage mav result from having the remarks that I have the honor to make to dav to this organization, centre around the report just filed with the Governor bv the legislative Committee on Tax Revision. Once noted as the "organizer of victory" by Winston Churchill for his leadership of the Allied victory in World War II, Marshall served as the United States Army Chief of Staff during the war and as the chief military adviser to President Franklin D. Roosevelt. As Secretary of State, his name was given to the Marshall Plan, for which he was awarded the Nobel Peace Prize in 1953. He drafted this manuscript while he was in Washington, D.C., between 1919 and 1924 as aide-de-camp to General of the Armies John J. Pershing. However, given the growing bitterness of the "memoirs wars" of the period he decided against publication, and the draft sat unused until the 1970s when Marshall's step-daughter and her husband decided to publish it.

If the former, then one can see airpower as a revolutionary leap along the continuum of war; but if the latter, then airpower is simply another weapon that joins the arsenal along with the rifle, machine gun, tank, submarine, and radio. This book implicitly assumes that airpower has brought about a revolution in war. It has altered virtually all aspects of war: how it is fought, by whom, against whom, and with what weapons. Flowing from those factors have been changes in training, organization, administration, command and control, and doctrine. War has been fundamentally transformed by the advent of the airplane.
