Book excerpt: Although men and women are typically taxed under the same rules, their different social and economic characteristics (e.g. income levels or labour force participation) mean that the tax system can inadvertently contribute to gender inequalities in society. Understanding and improving the impact of taxes on gender equality is a key dimension that governments need to consider as part of tax design to support inclusive growth. This report provides the first cross-country overview of governments' approaches to tax policy and gender, including reforms undertaken to date and potential areas of explicit and implicit gender bias. Covering 43 countries, it also explores the extent to which governments take into account gender implications in policy development, gender considerations in tax administration and compliance, and the availability and use of gender-disaggregated data. Finally, it also discusses priorities for further work on tax policy and gender issues.

This book was released on 2024-04-11 with total page 429 pages. Available in PDF, EPUB and Kindle. Book excerpt: Efforts to achieve gender equality will not only help sub-Saharan Africa revive its inclusive growth engine but also will ensure progress towards the Sustainable Development Goals and help address the main disruptive challenges of this century. This book explores the progress made in gender equality in the region, highlighting both the challenges and successes in areas such as legal reforms; education; health; gender-based violence; harmful practices, such as child marriage; and financial inclusion. It takes stock of initiatives towards integrating gender into core macroeconomic and structural reforms, such as through implementing gender budgeting and examines the role that fiscal and other policies can play in closing gender gaps when they are mindful of distributional impacts. Drawing from extensive research across different institutions, the book underscores the macroeconomic significance of gender equality, emphasizing its potential to drive GDP growth, enhance economic stability, reduce income inequality, and foster sustainable development. It lays out how gender gaps interact with emerging challenges, such as digitalization, and explores the impact of global megatrends, such as climate change, on gender inequality, offering strategies for inclusive policy responses—including in a context where women and girls are still carrying a disproportionate care burden that is often not captured in economic measurement. The book aims to serve as a roadmap for policymakers, stakeholders, and advocates seeking to harness the untapped potential of gender equality—for its own sake and for the region's inclusive, sustainable, and green development. It calls for concerted efforts to dismantle structural barriers, transform social norms, and prioritize gender-responsive policies to unlock the full economic potential of sub-Saharan Africa.

It illustrates how these taxes and benefits are calculated in each member country and examines how they impact household incomes.

Book excerpt: This book is about tax and social policy and how they interact with each other. The impact of taxation as an instrument of social policy is central in influencing redistribution and behaviour. This broad-based edited collection fills a significant gap in both literatures, bringing together disparate debates in this emerging area of analysis. It guides readers through the key interactions of tax and social policies and the central debates and challenges posed by their effect on each other. It examines how analyses might be combined and policy options developed for more effective delivery and impact in both areas.

Available in PDF, EPUB and Kindle. Book excerpt: Feminist Policymaking in Turbulent Times offers a unique and timely reflection of the critical debates around the institutionalisation of feminist and gender-focused ideas and norms into policy. Many states and non-governmental organisations are increasingly invested in ‘feminist policymaking’ at the domestic and international levels. Yet, this liberal (feminist) agenda is also vastly disputed by critical, intersectional, and decolonial voices on the one hand, and by anti-gender movements around the world on the other hand. Indeed, while opposition to ‘gender ideology’ is mounting from reactionary, religious, and secular forces, feminist policymaking is also being challenged in important ways from within. Thus, this book situates feminist policymaking in a challenging and ‘turbulent’ global context. This book explores feminist policymaking in multiple areas of policy, examining various gender-focused programmes that states and international organisations have undertaken in the last decade, offering critical interventions and rethinking the relationship between feminism and policy. This book not only reflects on the advances of feminist policymaking globally but also critically assesses the intersectional challenges embedded within it and lying ahead. It moves the field forward by creating opportunities, based on lived experiences, for re-imagining the transformative potential of the nexus between feminism and policymaking. Interdisciplinary in scope and bringing to the fore the voices of both academics and practitioners, this book is the product of an international collaboration, forging links and dialogue that are increasingly necessary to question some of the exclusionary, militaristic, and hierarchical assumptions of policymaking which is labelled as feminist. Feminist Policymaking in Turbulent Times will be of interest to all scholars, students, and practitioners interested in the role of gender in policymaking and concerned with contestations around gender-focused projects.

Book excerpt: Women, Business and the Law 2023 is the ninth in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. The 2023 edition identifies barriers to women’s economic participation and encourages reform of discriminatory laws. This year, the study also includes research, a literature review, and analysis of 53 years of reforms for women’s rights. Examining the economic decisions that women make throughout their working lives as well as tracking regulatory changes from 1970 to today, the study makes an important contribution to research and policy discussions about the state of women’s economic opportunities. By presenting powerful examples of change and highlighting the gaps still remaining, Women, Business and the Law 2023 is a vital tool in ensuring economic empowerment for all. Data in Women, Business and the Law 2023 are current as of October 1, 2022.

Available in PDF, EPUB and Kindle. Book excerpt: The notion that every person living amidst the relative affluence of the rich world has a right to a minimum income enabling social participation, be it frugally and soberly, holds as a fundamental matter of social justice to most people. But how can we make sure that every person has a decent minimum income allowing for a life with dignity in societies rich enough to afford such a right? How can we ensure that minimum income support is cost-effective and compatible with other goals such as promoting work effort, self-reliance, and upward mobility? How can political support for such schemes be fostered and made robust? Zero Poverty Society assesses the current state of minimum income protection in the rich world, building on original empirical analysis. It also engages with debates on topics as diverse as optimal targeting and means-testing, administrative complexity, non-take-up, behavioural economics, the political economy of minimum income protection, and basic income. Marchal and Marx conclude that more adequate poverty prevention is possible, without the costs having to be prohibitive. However, they are sceptical about 'silver-bullet' solutions such as basic income. Adequate minimum income protection is not a matter of getting one scheme or policy right. It is a matter of getting multiple policy levers right, in the right configuration. Incremental, context-conscious expansion is the way forward if we really care about the most vulnerable.
