Book excerpt: The Present Book Intends To Make An Innovative Contribution To Key Debates In The Burgeoning Field Of Society, Economy And Politics In Contemporary India. The Arguments Herein Move Beyond The Traditional Analysis Of Cause And Effect Relationships While Addressing Crises In Its Different Forms. The Study Tries To Map Out The Crises Which Are Reinforced By The Ruling Class In India Since Decades In The Process Of Identity Formations Based On Race, Religion, Caste And Culture In Politics And Dismantling The Role Of State In Economy Through The Process Of Market Led Reforms. The Crisis Is Again Reinforced By The Given Political Economy Of The Indian Society Where Masses Have To Sacrifice Their Development For The Pleasure Of Others. Instead Of Solving These Acute Problems, The Indian Ruling Class Tries To Overcome It By Diverting People From The Real Life Issues Through The Process Of Spreading The Venom Of Communalism And Other Emotive Issues. The Society And Culture Is Being Shaped By The Economy, And Economics Does Not Lead Politics Rather It Follows Politics. Thus, It Is Necessary Precondition To Shape Politics For The Better Economy That Works For The Masses. Apart From The Market Based Advocacy, The Ruling Class In India Also Advocates For The Technology And Information. Of Course, We Need Technology But Till Now It Is In The Hands Of The Few And Far Away From The Masses. An Understanding About Crises And Its Reinforcing Agencies Will Be Essential For All Future Struggles For Alternatives. While The Students And Teachers Concerned With Development Studies Will Find This Book Informative, The General Readers Will Find It A Real Eye-Opener.

Available in PDF, EPUB and Kindle. Book excerpt: In Working Out A Development Plan Or A Stabilization Programme, A Major Question That Always Arises Is How Much Tax And Non-Tax Revenues A Country, Or A State In A Federal Country Like India, Can Reasonably Expect To Raise And What Sources Should Be Tap¬Ped? Different States In India Are At Different Levels Of Development. Conse¬Quently, Problems Relating To Resource Mobilisation Differ From State To State. It Is Generally Felt That, To A Large Extent, The Financial Problems Of The States Arise From Their Lack Of Tax Effort, I.E., Their Failure To Mobilise Resources From Within Their Own Juris¬Diction. One May Not Agree As To What Constitutes A High Or Low Tax Effort In Particular Instances, Yet The Inter-State Comparisons Might Throw Some Light On The Scope Of Additional Resources Mobilisation In Different States. In The Present Venture An Attempt Has Been Made To Examine The Scope Of Additional Resources Mobilisation In The States Both From Tax And Non-¬Tax Sources. In Particular State Lotte¬Ries As A Source Of Non-Tax Source And Their Economic Implications Have Been Examined. State Lotteries, As A Source Of Revenue Have Been Found To Be Inequitable. Most Of The States Have Been Observed To Be Making Half-Hearted Tax Efforts In So Far As The Mobilisation Of Additional Resources Is Concerned.

This study uses panel data on 43 sub-Saharan African countries during 1990-95 to measure the determinants of the tax share in GDP and to construct a measure of tax effort. The analysis suggests that the countries with a relatively high tax share tend to have a relatively high index of tax effort, although these results are not uniform across the countries. The results can be used to provide guidance on to the proper mix of fiscal policy in the event of budgetary imbalance.

Available in PDF, EPUB and Kindle. Book excerpt: Government is a major player in the development of an economy. Government's public financial operations involving mobilization of revenue, and its spending has considerable implications on the growth, distribution and stability necessitating a careful study to enable informed mid course policy corrections to the macroeconomic developments. A critical review of public expenditure is imperative in ensuring optimal use of public resources for the maximization of welfare. The book provides an empirical understanding of historical trends and composition of public expenditure at the central and the sub national levels; the effectiveness of public expenditure control systems and accountability issues; the political economy of spending decisions; public expenditure reforms undertaken in India and international best options that can guide the corrective process in India. Given the global shift in focus from 'outlays' to 'outcomes' it is important to put in place a sound framework to track the results of government expenditure programs to guide the informed expenditure decision making process. The book documents the features of useful frameworks and steps involved in adopting a robust results framework. Fiscal management of Covid-19 is an important component of the book. The purpose of this volume is to reach out a comprehensive and updated understanding of empirical issues in public expenditure and its management in India to the students of Public Finance.
