Book excerpt: This report provides new evidence on the magnitude of the budget surplus under responsible and realistic accounting procedures, and on the wisdom of a large-scale tax cut. The authors show that although the current projected surplus is about $5.6 trillion over the next 10 years, basic corrections to incorporate responsible approaches to budgeting and plausible notions of current policy reduce the available 10-year surplus to between $1.0 trillion and $1.7 trillion. A full recognition of the growth of unfunded entitlement programs makes the surplus vanish entirely. These findings suggest that the president's proposed tax cut - which is billed as a $1.6 trillion proposal but that would in fact cost much more than $2 trillion - is excessively large. Moreover, the authors contend that the president's tax proposal is poorly designed to stimulate the economy, and that arguments that tax cuts are needed to stop wasteful government spending and to avoid fully paying off the government's debt are flawed. Taken together, these factors suggest that tax cuts that consume all or more of the available surplus over the next 10 years and significantly worsen the long-term fiscal outlook remain a poor idea.

Book excerpt: This book deals with the budget-surplus myth, the Social Security Trust Fund, and voodoo economics (economic malpractice) over the past 20 years. It exposes the deliberate deception of the public by politicians from both parties that has led to the erroneous belief that the government has surplus money that is available for financing a large tax cut or new government programs. The book points out that there is no significant non-Social Security surplus today and that the projected surpluses for the next decade are little more than wishful thinking based on unrealistic economic assumptions. The book includes a detailed history of the economic policies and economic malpractice of the past two decades and analyzes the economic proposals of presidential candidates Al Gore and George W. Bush.

Book excerpt: Wielding his widely recognized powers of explanation, Paul Krugman lays bare the hidden facts behind the $2 trillion tax cut. With huge budget surpluses just ahead, the question of whether to cut taxes has shifted to when? and by how much? With Fuzzy Math, Paul Krugman dissects the Bush tax proposal and shows us who wins, who loses, and how quickly the tax cuts will consume the surplus. Always the equal-opportunity critic when it comes to faulty economics, Krugman also tucks into the Democratic alternatives to the Bush plan. This little book packs a big wallop. Together with major media appearances, it puts Krugman's wisdom and steely-eyed analysis firmly at the center of the debate about how to spend upwards of $2 trillion. It may very well change the course of history.

Available in PDF, EPUB and Kindle. Book excerpt: Since the Reagan Revolution of the early 1980s, Republicans have consistently championed tax cuts for individuals and businesses, regardless of whether the economy is booming or in recession or whether the federal budget is in surplus or deficit. In Starving the Beast, sociologist Monica Prasad uncovers the origins of the GOP’s relentless focus on tax cuts and shows how this is a uniquely American phenomenon. Drawing on never-before seen archival documents, Prasad traces the history of the 1981 tax cut—the famous “supply side” tax cut, which became the cornerstone for the next several decades of Republican domestic economic policy. She demonstrates that the main impetus behind this tax cut was not business group pressure, racial animus, or a belief that tax cuts would pay for themselves. Rather, the tax cut emerged because in America--unlike in the rest of the advanced industrial world—progressive policies are not embedded within a larger political economy that is favorable to business. Since the end of World War II, many European nations have combined strong social protections with policies to stimulate economic growth such as lower taxes on capital and less regulation on businesses than in the United State. Meanwhile, the United States emerged from World War II with high taxes on capital and some of the strongest regulations on business in the advanced industrial world. This adversarial political economy could not survive the economic crisis of the 1970s. Starving the Beast suggests that taking inspiration from the European model of progressive policies embedded in market-promoting political economy could serve to build an American economy that works better for all.

Book excerpt: From the authors of the national bestseller 13 Bankers, a chilling account of America’s unprecedented debt crisis: how it came to pass, why it threatens to topple the nation as a superpower, and what needs to be done about it. With bracing clarity, White House Burning explains why the national debt matters to your everyday life. Simon Johnson and James Kwak describe how the government has been able to pay off its debt in the past, even after the massive deficits incurred as a result of World War II, and analyze why this is near-impossible today. They closely examine, among other factors, macroeconomic shifts of the 1970s, Reaganism and the rise of conservatism, and demographic changes that led to the growth of major—and extremely popular—social insurance programs. What is unquestionably clear is how recent financial turmoil exacerbated the debt crisis while creating a political climate in which it is even more difficult to solve.
