Available in PDF, EPUB and Kindle. Book excerpt: This report discusses key policy challenges that need to be addressed if the Philippines were to embark on sustainable and inclusive growth. We take the view that the main reason behind the Philippines' lagging growth and development outcomes in the regional context lies in a sluggish transformation of the economy---in particular, stagnant industrialization. Chronic problems of unemployment, poverty, and low investment are reflections of weak industrial development. The economy has been led by services, and it has been further shifting toward services with the growing business process outsourcing. Nevertheless, sole development of the services sectors is not sufficient to address the development challenges and lead to inclusive growth. We propose more targeted public sector support, which focuses on specific industries and products for industrial upgrading and diversification. This report shows a methodology of choosing products for targeted public sector support, and recommends effective dialogue between the public and private sectors to identify constraints specific to the target products and to develop adequate solutions. The Philippines needs to develop a stronger industrial base to enable the economy to "walk on two legs" of industry and modern services, to create productive job opportunities for the growing working-age population.

Available in PDF, EPUB and Kindle. Book excerpt: The Inclusive Economy: How to Bring Wealth to America’s Poor energetically challenges the conventional wisdom of both the right and the left that underlies much of the contemporary debate over poverty and welfare policy. Author and national public policy expert Michael Tanner takes to task conservative critiques of a “culture of poverty” for their failure to account for the structural circumstances in which the poor live. In addition, he criticizes liberal calls for fighting poverty primarily through greater redistribution of wealth and new government programs. Rather than engaging in yet another debate over which government programs should be increased or decreased by billions of dollars, Tanner calls for an end to policies that have continued to push people into poverty. Combining social justice with limited government, his plan includes reforming the criminal justice system and curtailing the War on Drugs, bringing down the cost of housing, reforming education to give more control and choice to parents, and making it easier to bank, save, borrow, and invest. The comprehensive evidence provided in The Inclusive Economy is overwhelming: economic growth lifts more people out of poverty than any achievable amount of redistribution does. As Tanner notes, “we need a new debate, one that moves beyond our current approach to fighting poverty to focus on what works rather than on noble sentiments or good intentions.” The Inclusive Economy is a major step forward in that debate.

With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.

Book excerpt: Azerbaijan has set the course for the economy to reduce its dependence on oil by promoting new drivers of growth. By 2025, under the government’s Strategic Roads Maps, a more diversified economy should take shape led by three sectors: agriculture, tourism, and manufacturing. Bold reforms need to strengthen areas of the economy that could otherwise impede this transition, and policy makers must resolutely stay on the reform path. The core message of this publication is diversification toward non-oil sources of growth alongside efforts to reduce macroeconomic risks and the high cost of finance, make the education system responsive to the needs of the labor market, close infrastructure gaps, and help economically significant state-owned enterprises become more efficient.

Book excerpt: This publication summarizes the papers and presentations in Workshops on Economics of Infrastructure in a Globalized World, funded by the Asian Development Bank through a regional technical assistance project. The discussions at the conferences focused on three themes: (i) the role of infrastructure in supporting inclusive growth and poverty reduction; (ii) the need for appropriate soft infrastructure, including the policy environment and regulatory institutions; and (iii) the potential for public and private partnerships in infrastructure provision. Each theme elaborates the premise that extensive, efficient infrastructure services are essential drivers of economic growth and sustainable poverty reduction.

Book excerpt: Despite weak global demand, the Asian Development Outlook 2012 expects that developing Asia will largely maintain its growth momentum in the next couple of years, in an environment of easing inflation for most regional economies, although policy makers must be alert to further oil-price spikes arising from threats of oil supply disruptions. The report sees that the greatest risk to the outlook is the uncertainty surrounding the resolution of sovereign debt problems in the eurozone. Still, in the absence of any sudden shocks, developing Asia can manage the effects on its trade flows and financial markets.

Available in PDF, EPUB and Kindle. Book excerpt: Investigations of what increasing digital connectivity and the digitalization of the economy mean for people and places at the world's economic margins. Within the last decade, more than one billion people became new Internet users. Once, digital connectivity was confined to economically prosperous parts of the world; now Internet users make up a majority of the world's population. In this book, contributors from a range of disciplines and locations investigate the impact of increased digital connectivity on people and places at the world's economic margins. Does the advent of a digitalized economy mean that those in economic peripheries can transcend spatial, organizational, social, and political constraints—or do digital tools and techniques tend to reinforce existing inequalities? The contributors present a diverse set of case studies, reporting on digitalization in countries ranging from Chile to Kenya to the Philippines, and develop a broad range of theoretical positions. They consider, among other things, data-driven disintermediation, women's economic empowerment and gendered power relations, digital humanitarianism and philanthropic capitalism, the spread of innovation hubs, and two cases of the reversal of core and periphery in digital innovation. Contributors Niels Beerepoot, Ryan Burns, Jenna Burrell, Julie Yujie Chen, Peter Dannenberg, Uwe Deichmann, Jonathan Donner, Christopher Foster, Mark Graham, Nicolas Friederici, Hernan Galperin, Catrihel Greppi, Anita Gurumurthy, Isis Hjorth, Lilly Irani, Molly Jackman, Calestous Juma, Dorothea Kleine, Madlen Krone, Vili Lehdonvirta, Chris Locke, Silvia Masiero, Hannah McCarrick,Deepak K. Available in PDF, EPUB and Kindle. Book excerpt: How can local experiences and the social transformation generated by modernity help to enrich our understanding of the international? What might a version of the much-discussed "non-Western International Relations (IR)" look like? What continuities and discontinuities from the Philippine experience in particular can be useful for understanding other post-colonial polities? The Philippines makes a fascinating case study of a medium-sized, developing, post-colonial, multi-ethnic and multi-cultural state in Southeast Asia. Cruz, Adiong and their contributors map horizons of non-Western approaches in Philippine experiences of IR, rooted in the Global South, and in local customs and practice. Examining both theory and praxis, they explore issues as diverse as pre-colonial history, diplomacy, religion, agrarian reform and the Philippines’ relationship with key regions in the Global South. The book will appeal to researchers interested in Southeast Asian Studies and alternative perspectives on IR.

Book excerpt: By the winner of the 1988 Nobel Prize in Economics, an essential and paradigm-altering framework for understanding economic development--for both rich and poor--in the twenty-first century. Freedom, Sen argues, is both the end and most efficient means of sustaining economic life and the key to securing the general welfare of the world's entire population. Releasing the idea of individual freedom from association with any particular historical, intellectual, political, or religious tradition, Sen clearly demonstrates its current applicability and possibilities. In the new global economy, where, despite unprecedented increases in overall opulence, the contemporary world denies elementary freedoms to vast numbers--perhaps even the majority of people--he concludes, it is still possible to practically and optimistically restain a sense of social accountability. Development as Freedom is essential reading.

Book excerpt: This book contributes to the understanding of environment–economy relations from the perspective of economic geography, grounded in the institutional context of China. It demonstrates how classical economic geographies, new economic geographies, and geographies of economic globalization work together to affect the environment. It covers a series of classical topics like industrial location and industrial dynamics and some emerging fields like industrial evolution and global–local interaction and links them to environmental performance in China. The findings in this book echo the call for developing a more comprehensive and systematic research agenda of environmental economic geography. This book offers researchers, graduate students, and advanced undergraduate students in related fields both theoretical and practical considerations of environmental economic geography. It also offers insights into the policy-making relevant to China’s greening efforts.
